Jacobs is searching for a motivated Program Manager to lead the upcoming Technology Application, Development and Sustainment (TADS) program under the Air Force Weather (AFW) Systems Program Office, 557th Weather Wing (WW). The TADS program will support the collection, quality control, and processing of worldwide terrestrial and space meteorological data to provide a wide range of tailored military products describing the present and future states of the aerospace environment. The PM will play a pivotal role in shaping and influencing the direction of the technologies, methodologies and contractor workforce for the 557th WW. The PM will report to the Director the Advanced Connected Enterprise Systems (ACES) Division and will be responsible for all aspects of executing the TADS program including finances, hardware deployment & maintenance, software development & maintenance, communications, sensors and people who provide environmental information to customers in the Department of Defense, other federal departments and agencies and other countries.

Work scope may include any/all of the following duties:

  • Lead and develop program strategy, tactics and goals for complex and interrelated O&M, IT and software development projects within a $75M/yr program
  • Establish and maintain excellent relationships with clients' senior-level managers
  • Approve all estimates, proposals, BOEs and other project/task-related contractual actions
  • Oversee technology development, marketing, resource allocation, and performance
  • Provide oral and written reports of program/project/task status and ensures contract deliverables are delivered to the appropriate stakeholders IAW contractual requirements
  • Regularly brief senior management and other key stakeholders on program/project/task status measurement data
  • Embrace and evangelize Beyond Zero/Safety principles of Jacobs

Qualifications

Education and Experience

Bachelor's or Master's Degree from an accredited college or university in a course of study that is substantially useful in leading large, complex IT and software development programs.


If candidate has a Bachelor's Degree, a minimum of fifteen (15) years of related progressive experience is required. Of the fifteen (15) years, a minimum of ten (10) years progressive experience leading at least twenty (20) or more professionals in subordinate groups and in diverse locations, including at least one (1) year managing complex organizations of which he/she has total responsibility for the financial success of the organizational unit AND at least five (5) years leading IT or software development programs is required.


If candidate has a Master's Degree, a minimum of thirteen (13) years of related progressive experience is required. Of the thirteen (13) years, a minimum of seven (7) years progressive experience leading at least twenty (20) or more professionals in subordinate groups and in diverse locations, including at least one (1) year managing complex organizations of which he/she has total responsibility for the financial success of the organizational unit AND at least five (5) years leading IT or software development programs is required.

Knowledge, Skills, and Abilities Required:

  • Experience leading a large IT or software development group/team
  • 10+ years of program management experience
  • Experience leading interdisciplinary teams
  • Experience leading an organization through change management and culture transitions/transformations
  • Ability to effectively interface with senior management, technical and non-technical staff
  • Excellent oral and written communication skills
  • Analytical and critical thinking skills
  • Earned Value Management (EVM) experience
  • Program budgeting, forecasting and execution
  • Secret clearance required at time of hire. Top Secret/SCI preferred

  • In-depth AGile understanding or certifications
  • Leading geographically dispersed workforces

Guidelines (level of supervision required to perform):

  • Supervisor outlines overall objectives and the employee works independently to accomplish the tasking.

Complexity of tasks/responsibilities:

  • Assesses and provides strategic direction for resolution of mission critical problems, policies, and procedures.
  • Initiates actions to resolve major organizational issues.

Essential Functions/Requirements:

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.


Work Environment:

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Criticality of Attendance:

Core work hours will be between 8:00 a.m. – 4:00 p.m. Monday - Friday. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

With the exception of STD/LTD/FMLA & approved time off, attendance is considered essential.

Equipment and Machines:

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work-related tools as required.


Travel Requirements:

5 to 8 weeks per year.

Other Essential Functions:

Must be able to secure and maintain a DoD security clearance.

Must be a U.S. Citizen

Must pass drug testing.

Must be able to read and write effectively in English.

Travel to and from customer's locations and the test fields may be required to support projects.
