Responsibilities
NCI: As a Combat System Analyst, you are part of a team for providing support to the AEGIS-based weapon system architecture support and refactoring, new software capability development, defect identification and resolution, automated software testing, and migration of the existing software architecture to a loosely-coupled, modular, low-propagation-cost, and scalable set of software components in order to facilitate the rapid fielding of warfighting capabilities for Navy Surface Combatants. In assuming this position, you will be a vital contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments as well as to expand our AI solutions.
Responsibilities:
- Plan and direct analysis of complex business problems to be solved with automated systems
- Consult with business unit management and personnel to identify and document business needs and objectives, current operational procedures, problems, input and output requirements, data scope, usage, formatting, and security requirements
- Provide technical assistance in identifying, evaluating, and developing systems and procedures
- Write and maintain functional specifications for new or modified business systems
- Consult and coordinate with systems analysts and programmers to design and develop automated business systems
- Translate customer needs and requirement into Epics, Features and User Stories as well as translate User Stories into test cases and support QA/testing activities
- Maintain requirements traceability
- Work directly with the development teams to clarify requirements
- Translate user stories into test cases and support
- Support organizational change strategy and artifacts to support a smooth system roll-out
- Develop executive briefing artifacts and info-graphics/diagrams
- Create, coordinate, and implement plans to test business and functional processes during system development and quality assurance testing
- Consult with business unit management and personnel to obtain additional information during system development and evaluate alternatives
- Direct and coordinate the work of others to develop, test, install, and modify programs
- Track and document changes to functional and business specifications
- Establish software quality standards for life cycle, documentation development methods, testing and maintenance.
- Review and evaluate software products and services for adherence to government directives, standards and guidelines concerning software quality assurance
- Seeing through a project from conception to finished product
- Meeting both technical and consumer needs
- Staying abreast of developments in web applications and programming languages
Qualifications
Requirements:
- US Citizenship
- National security clearance at the SECRET level
- Bachelor Degree
- 7+ years of analyst experience in one or more of the following domains: Weapon System Operation, Command and Control Systems, Integrated Air and Missile Defense Sensors, Integrated Air and Missile Defense Weapons
- Innovative thinking – ability to learn new tools and techniques and apply them to the program
Preferred Education and Experience:
- Experience transforming large, government programs to the cloud
- Written and verbal communications skills, including the ability to communicate solutions effectively to technical and non-technical audiences
- Experience working in an Agile environment
