Responsible for planning, developing, negotiating, managing and monitoring the performance of purchasing contracts and their utilization. The position will provide appropriate consultative services via written and verbal communications to all levels of management. This position will serve as a liaison between Supply Chain and operating entities/departments, providing guidance and direction intended to achieve rapid adoption and sustainable compliance with system-wide policies, procedures, contracts, and initiatives. The System Director will promote and support Supply Chain Management’s overarching strategy across all Bristol Health entities. This position provides direct supervision of purchasing and materials management staff.
Essential Job Responsibilities:
Develops and implements strategies and processes for reducing supply cost throughout Bristol Health in collaboration with their team members, the Bristol Health Leadership Team, and under the direction of the Vice President and Chief Financial Officer.
Reviews, evaluates and negotiates contract proposals. Makes contract recommendations and is charged with influencing compliance and utilization for all Bristol Health entities. Responsible that all updates related to product and contract pricing information is maintained and communicated to effected departments in a timely manner.
Responsible for the development, implementation and measurement of supplier KPI's, supplier audits, business reviews, improvement plans, new opportunities, awards, terminations, etc. which includes savings tracking and ongoing communication to all stakeholders.
Solicits, supervises and coordinates input from appropriate Bristol Health leadership and hospital professional staff as needed in the development of contracts.
Manages the preparation and evaluation of contract information, written reviews, research relating to contracts, coordination of benchmarking data and contract possibilities, development of surveys and questionnaires relating to contracts and services as appropriate.
Has responsibility for managing Bristol Health’s GPO (group purchasing organization) relationship.
Stay current on market trends for medical supplies, healthcare supply chain, procurement, and contracting.
Communicates and works collaboratively with Bristol Health departments such as Finance, Perioperative Service, Revenue Cycle, etc. on various initiatives.
Develops/coordinates contract compliance reviews.
Develops and maintains appropriate business relationships with suppliers, distributors and GPO with respect to their impact on Bristol Health and the management of the contract portfolio.
Develops individualized plans for professional growth and development for self and direct reports.
Assists with organizing, writing, revising, and reviewing policies and procedures for contracting and value analysis.
Monitors staff performance to ensure employees are meeting organizational standards. Provides evaluations of all staff members using approved job descriptions and organizational policy guidelines.
Responsible for oversight and management of the MediTract contact management system.
Educational / Minimum Requirements:
Minimum of B.S./B.A. in Finance, Business Administration or other related field; MBA, MHA or other relevant Master’s Degree is preferred.
Minimum of 10+ years in a supply chain/logistics leadership role. Healthcare industry experience is strongly preferred.
Proven record of successful vendor sourcing and contract negotiation showing a reduction in cost while improving time-to-delivery statistics.
State/Federal Mandated Licensure or Certification Requirements:

General orientation at time of hire. Fire/Safety/Infection Control annually. Other programs as mandated by Hospital. Other educational requirements as determined with input from Education & HRD department.
Strong PC skills with ability to create and analyze spreadsheets and other complex financial and contract related data. Excellent interpersonal and written and oral communication skills. Strong management skills to supervise a diverse professional group.
Extended sitting, standing and walking. Occasional lifting of office supplies and materials, not to exceed 50 pounds.
Normal office environment with adequate heat, light and ventilation.
Excellent analytical and problem solving ability. Must be able to analyze, understand and communicate complex situations dealing with contracts, financial data and related business affairs
