PRIMARY FUNCTION:

 Support Operations Manager II provides leadership and broad management control over Division support operations, including estimating, engineering, scheduling, and contracts/procurement.

TYPICAL RESPONSIBILITIES/DUTIES: 

Support Operations Manager II typical responsibilities and duties include, but are not limited to the following:

A. Price Proposals and Contracts

a.  Review Price Proposals, make sure that a review is scheduled well in advance to involve:

i.   Business Unit Leader

ii.  Business Unit Controller

iii. Operations Manager (if applicable)

iv. Project Executive or Program Manager

v.  Procurement Lead (for construction projects)

b.  Ensure Contracts group prepares the prime contract flow downs and drafts the contract abstract.

c.  Insurance – Be the liaison between the Project Executive/Program Manager and Insurance Group to ensure that insurance needs are being handled appropriately, including ensuring timely determination as to whether job is CDI     enrolled.

B. Estimating Department

a. Estimating is a Division wide resource

b. Coordinate Estimating efforts to support project Business Development needs

c. Review estimates to ensure accuracy and consistency of preparation and presentation

d. Review estimates to ensure they are assembled properly (below the line items are all included as appropriate to the project)

e. Help to organize Estimating Department for efficiency purposes

f. Participate with Operations Manager, Project Executive or Program Manager in developing estimates for change orders

g. Keep departmental recoveries within budget

C. Contracts/Purchasing Department

a. Contracts/Purchasing is a Division wide resource

b. Coordinate Contracts/Purchasing efforts to support project and BD needs

c. Work with Project Executives and Director Contracts/Procurement in conjunction with counterparts, as applicable, on Master Purchase and Award List to ensure we have adequate bid coverage without overtaxing bidder’s capacities

d. Work with Operations Manager, Project Executive or Program Manager and Insurance Group on Risk Mitigation plans and/or CDI exclusions while supporting our Client’s needs

e. Keep departmental recoveries within budget

D. Scheduling Department

a. Scheduling is a Division wide resource

b. Coordinate scheduling efforts to support project and BD needs

c. Keep Departmental recoveries within budget

d. Report on schedule status of all projects during monthly Project Reviews

E. Engineering Department

a. Coordinate Engineering efforts to support project and BD needs.

b. Keep Department recoveries within budget

 EXPERIENCE/EDUCATION

  • BS or MS degree in Engineering or Construction Management
  • 15+ years relevant experience
  • Or equivalent combination of education and experience
