Air Force Nuclear Weapons Center Nuclear Command, Control, and Communications (NC3) Integration Directorate (AFNWC/NC) is seeking one full-time supervisory AcqDemo NH-801-04, General Engineer [redacted]M to be the Lead Engineer for the Strategic Automated Command Control System (SACCS) and Senior Leader Network (SLN) Branch, located at Hanscom AFB, near Bedford MA. A general retention incentive (GRI) is currently authorized for engineering positions at Hanscom AFB, MA.
This NH-0801-04 position has a salary range with GRI applied of $142,452 - $197,200 (Locality pay included). Work is performed on-site at Hanscom AFB, MA.
Position Description:
This position is responsible for systems engineering and technical functions on a team composed of military, government civilian, A&AS contractors, and Federally Funded Research and Development Center (FFRDC) personnel. Primary responsibilities include sustaining the existing SACCS and SLN capability, defining a modernized SACCS and SLN architecture, and leading the implementation of new network, software, and hardware-based capabilities. The engineer will guide program office technical efforts to develop, acquire, and sustain these NC3 capabilities which provide the primary means of communication for receiving and disseminating secure Higher Authority Command (HAC) Emergency Action Messages (EAMs) and Force Direction Messages (FDMs). The engineer will interface with senior members of AFNWC, stakeholder PMOs, AFGSC, USSTRATCOM, Navy, NSA, 16th AF, Office of the Secretary of War (OSW), and the Air Staff to achieve PEO & SAE program objectives and support multiple operational users. The SACCS and SLN programs directly enable strategic deterrence by providing nuclear command and control to our strategic forces.
SKILLS AND EXPERIENCE:
• Lead the architecture, deployment, and secure operation of complex communications infrastructure, encompassing RF, Terrestrial, SATCOM, and IP networks.
• Apply advanced methodologies to weapon systems development, leveraging Model-Based Systems Engineering (MBSE) toolsets and Modular Open Systems Approaches (MOSA) to integrate open standards (OMS, SOSA, FACE).
• Direct Research & Development, technology maturation, systems integration, and comprehensive Test & Evaluation (T&E) efforts, including hardware-in-the-loop (HWIL), flight, telemetry, and nuclear environment testing.
• Navigate full-lifecycle DoD system acquisition using Agile and waterfall processes, managing request for proposal (RFP) development, source selections, milestone activities, and PPBE financial planning.
• Drive mission success by leading and collaborating with geographically dispersed, cross-functional teams-spanning Government, Industry, FFRDC, and DoD labs-while effectively navigating complex interagency (OSD, HAF) governance structures.
REQUIREMENTS FOR THE POSITION:
• U.S. CITIZENSHIP
• Must be TS/SCI eligible; this position requires the incumbent to obtain and maintain the appropriate security clearance. Active TS/SCI or TS clearance preferred. Please include current clearance level in your resume.
• This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The selected candidate must meet, or be capable of meeting, Defense Acquisition Work Improvement Act requirements applicable to the duties of the position. Current Engineering & Technical Management (ETM) Practitioner certification is required. If not already certified as an ETM Practitioner, the selected candidate is required to attain certification within 60 months of appointment.
• This position is not eligible for remote work or regular and/or recurring telework.
• In accordance with the Ethics in Government Act, 1978, employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
• This is a designated Drug Testing Position.
• Occasional travel may be required.
