This position serves as an active liaison between the Houston accounting personnel and the plant management, plant staff and vendors/customers for information clearing, problem solving and documentation needs. Assists plant manager and staff in monitoring plant costs, preparation of annual budgets, and preparation for monthly and quarterly reviews as needed. Monthly accounting close activities include SAP Assessments, allocations, and settlements processes. Other major responsibilities include supervision of accounting staff, and support for any local and corporate process improvement or new business initiatives. This position must ensure that Westlake Accounting Policies and the Delegation of Authority are complied with.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assists Houston accounting during monthly close with accurate accruals, various month-end allocations, feedstocks and products balancing, monthly assessments and allocations in SAP, settlement of internal orders (maintenance, capex & other). Assists plant management and the Houston office with communication, documentation and information needs by serving as a liaison between the Houston accounting group and plant management & plant staff. Strives to work harmoniously with both groups in order to accomplish group goals and assure open communication. Works with vendors and customers as needed to solve feedstock, sales products and materials purchase issues as required. Reports results to appropriate managers. Assists the plant manager in monitoring cost and cost control for the plant. Assists in coordinating site-wide annual operating budget activities at the direction of the plant manager and the division controller. Assists plant management in analyzing and reporting significant fluctuations from budget or forecast. Assists division controller in assuring that accounting policies and practices are being followed. Works closely with the division controller in planning and completing process improvement initiatives. Assists in analysis of plant costs and KPI’s. Institutes and maintains other planning and control procedures (including the cost accounting system and other processes), and analyzes and reports variances from budget and/or forecast. Trains staff as appropriate for their position and training needs. Furnishes internal reports, revises and updates reports in coordination with Houston accounting and plant management as needed. Fully supports company goals of continuous improvement and operational excellence at strategic and tactical levels including reviewing area of responsibility for improvement opportunities to initiate projects or communicate ideas to management as well as active participation on project teams. Any additional responsibilities or tasks as assigned. Perform the primary thinking encompassed by this job description, and any other job responsibilities or tasks as assigned.
Supervise subordinates in the plant accounting department.
Knowledge of computerized accounting systems including SAP and SAP BPC is critical to the position. Applicant should be proficient with Microsoft Office including Excel (required), and BPC.
EDUCATION and/or EXPERIENCE
B.S. Degree in Accounting or equivalent with seven plus years of progressive accounting experience in both public accounting and the private sector is required, preferably with a chemical or refinery company. CPA and/or MBA preferred. Knowledge of general financial and cost accounting, financial investment techniques, and financial statement preparation is required. Previous supervisory experience desired.

The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel up to 10% including air travel or auto travel.
