We currently have an exciting opportunity for an experienced Subcontracts Manager to work within our Electromagnetic Systems (EMS) Division, located in Rancho Bernardo, CA.
Under the direction of senior Subcontracts and Purchasing management, this position is responsible for general oversight of the Subcontracts functions and staff in support of the Electromagnetic Systems (EMS) Division.
DUTIES AND RESPONSIBILITIES:
- Manages the development of subcontract specifications, work statements, and terms and conditions for the procurement of materials, equipment, parts, components, and services under a government, commercial, or international contract(s).
- Manages the activities of Subcontract Administrators and Buyers to accomplish business objectives.
- Reviews and approves sizeable and complex subcontracts and purchase orders.
- Manages the coordination of subcontracts activities with Program Management, Engineering and Manufacturing departments. Provides leadership and guidance to management and program managers on related issues to include identifying and advising management regarding subcontracts and purchasing risks, and coordinating internal and external audits.
- Manages the preparation of bid packages, conducts bidder conferences, analyzes and evaluates proposals, negotiates subcontract provisions, performs final review and evaluation of RFP/RFQs, selects or recommends subcontractors, manages price analyses, writes awards and manages resulting subcontracts and purchase orders and documentation.
- Reviews confidentiality agreements, license agreements and other documentation for conformance to business objectives, company policies, economic conditions, and for compliance to laws and government regulations.
- Collaborates with the Contract Administration and Program Management to ensure customer requirements are clearly flow-down to the subcontractors and suppliers.+
- Reviews cost and price analysis.
- Utilizes purchasing best practices to meet requirements for obtaining and maintaining an approved purchasing system.
- Ensures subcontracts and purchase orders are in compliance with applicable laws and regulations, including FAR, DFAR. UCC, company policies, purchasing standard operating procedures.
- Ensures that team complies with purchasing policies and procedures as well as appropriate laws and regulations while meeting company objectives.
- May represent the company with subcontractors and potential subcontractors and government representatives, including DCMA.
- Manage the planning, attraction, selection, retention, and development of Subcontracts and Purchasing staff. Provides day-to-day direction regarding various subcontracts matters.
- Maintains the strict confidentiality of sensitive information.
- Performs other duties as assigned or required.
- Typically requires a Bachelors degree in business, law, or a related field and thirteen or more years of progressively complex experience in contracts/subcontracts with at least seven of those years managing contracts/subcontracts processes and personnel.
- Must have demonstrated experience in the concepts, principles, and standard practices of supply chain management and purchasing and an extensive knowledge of contract construction, Federal Acquisition Regulations (FAR), FAR supplements and the Uniform Commercial Code (UCC).
- Must be capable of coordinating inter-organizational activities and recommending creative solutions to purchasing issues.
- The ability to document, investigate, advise, interpret and explain complex issues or technical information to internal staff as well as external customers and suppliers is also required.
- Must have experience negotiating major complex purchases and subcontracts and conducting briefings while having a comprehensive understanding of materials requirements planning.
- Active Government Security Clearance desired.
- Able to work extended hours and travel as required.
- US Citizenship is required.
