The candidate will provide technical knowledge of appropriation law, resource allocation and financial execution under theprocesses of DoD Acquisition and sustainment. Provide reviews and prepare budget estimate input for compliance with policy, rules, regulations, and procedures prescribed and provided by higher headquarters. Develop program plans and controls for future or new programs, to include the phased milestone schedules from development/purchase through fielding; also for the preparation, presentation, and defense of budget submissions. Prepare manpower data requirements, Program Objective Memorandum (POM) builds, facilitates Annual Program Resource Validation (APRV) development, support the Strategic Portfolio Analysis Review (SPAR) and review program acquisition documents for appropriate data content and consistency.

Qualifications

  • Active Secret security clearance required
  • Level3:
    • BA/BS Degree (Business Administration, Economics, Accounting, or Finance) with 15 years relevant experience or High School Diploma/Equivalent with 20+ years of experience
    • Serves as senior business program/management analyst responsible for supporting the planning, developing, coordinating, defending and executing all aspects of the PMs’ program funding
    • Equivalent or experience commensurate with DAWIA Level II certification
  • Level4:
    • BA/BS Degree (Business Administration, Economics, Accounting, or Finance) with 20 years relevant experience or High School Diploma/Equivalent with 25+ years of experience
    • Serves as the subject matter expert/senior business program/management analyst responsible for supporting the planning, developing, coordinating, defending and executing all aspects of the PMs’ program funding
    • Strong analytic skills, including experience with in depth data analysis, creative problem solving and business judgment
    • Proven ability to work independently to deliver on large and complex solutions
    • Equivalent or experience commensurate with DAWIA Level III certification
    • Demonstrated competency in: Communications (written and oral), Personal organization, EXCEL, and Fiscal Law
  • Up to 10% travelrequired
