Position Purpose This position is responsible for performing and monitoring Gas Distribution Operations compliance with federal and state Operator Qualification regulations. This includes the researching of pipeline safety laws, regulations and current interpretations with analysis to determine strategic planning to enhance and maintain regulatory compliance. A field resource professional with knowledge of the application of Operator Qualification during gas incidents, accidents, outages and emergencies. Consults with management in the identification of Operator Qualification covered task performance for employees and business partners. Serves as a subject matter expert and consultant on DOT 192, Subpart N, IURC, PSC, DOT, PHMSA, ASME B31Q and OQ regulatory matters throughout the company.
Education & Experience Bachelor degree in Business, Applied Science, Engineering, or an equivalent combination of knowledge and work experience with a minimum of 7 years’ experience in gas distribution operations Candidate must demonstrate an understanding of the importance of personal accountability and commitment to best in class performance; exemplifies the company’s commitment to operator qualification compliance by exhibiting a highly professional demeanor in all situations Candidate must have the ability to promote a positive work ethic; must be well organized yet flexible, with the ability to handle classroom instructional responsibilities, special assignments and meet multiple deadlines Must possess excellent oral and written communication skills and have the ability to prepare and deliver effective presentations Requires the ability to develop and retain a broad knowledge of company and field operations, construction standards, safety disciplines/rules, procedures and applicable DOT operator qualification, and other regulatory agency’s rules. Ability to read and comprehend technical journals and regulations and the ability to interpret information for an audience of various backgrounds and skills Requires the ability to manage multiple tasks and projects Excellent interpersonal skills needed with the ability to interact with all levels within the company and the ability to lead and direct large numbers of employees within classroom and field settings PC and MSOffice proficiency will be necessary for computer-based training and records maintenance. Driver’s license is required.
Preferred Qualifications Currently Possesses DOT operator qualification evaluator status or meets the requirements to become DOT operator qualification evaluator certified. Possesses in-depth knowledge of DOT 192 Subpart N, Operator Qualification regulations, record keeping and reporting requirements. Broad knowledge of company and field operations, construction standards, safety disciplines/rules, procedures and applicable DOT, PHMSA, PSC, IURC and other regulatory agency’s rules.
Job Description Serves as a technical consultant supplying DOT operator qualification and gas operational expertise on regulatory compliance, technical procedures, and safety practices to all levels of management, employees in the field and company contractors Reviews, approves and monitors contractors DOT operator qualification compliance in the field Conduct auditing of all DOT contractor operator qualification programs Respond to gas incidents and emergencies, during and outside normal working hours, supporting gas operations and executing the LG&E/KU operator qualification plan Conduct incident investigations verifying compliance with DOT operator qualification across all GDO and applicable electric operations Conduct operator qualification training, presentations and consulting for all lines of business Develop and implement operator qualification skills & abilities evaluator guides Conducts regular job site inspections/observations to ensure DOT operator qualification compliance, procedures and safety are followed Maintain a positive and professional rapport with various state and federal regulatory agencies Performs other duties as assigned by management
