Job Summary
Independently responsible for managing and overseeing all the pre-construction aspects of simple cycle gas turbines, combined cycle gas turbines, other thermal technologies, high-voltage transmission lines (gen-tie and switchyard), utility scale solar, and energy storage projects or other Vistra's power development projects. Lead projects through FEL 2 and FEL 3 including completing cost analysis, budgetary estimates for EPC, as well as managing execution of preliminary engineering for projects. In collaboration with construction and commissioning team, leads development of scope of work and RFP, if necessary.

Key Accountabilities

Directly or through others:
• Responsible for execution of asset playbook scope of work. Support construction team in development of project scope of work and exhibits in support of EPC procurement.
• Responsible for managing preconstruction services for projects starting in the early development phase through the start of construction
• Responsible for the critical issues analysis and systematically de-risking the project throughout the asset playbook process.
• Responsible for submitting to Supply chain the main equipment supplies requirements - Leads procurement efforts for long lead materials
• Responsible for coordination of environmental site surveys, coordinating internal environmental reviews, and obtaining environmental agency approvals.
• Oversee review of the preliminary engineering designs for development projects
• Responsible for coordination of site surveys including geotechnical, topography, and ALTA surveys
• Manage internal and external engineering resources in the early development of power plant designs
• Ensure engineering and preconstruction activities are in alignment with optimized energy production models. Responsible for developing project estimates (Class 5, 4 and 3-)
• Support internal teams for customer RFP responses and EPC RFP activities
• Facilitate and maintain effective working relationships with contractors and engineering firms during all phases of bidding, analysis and estimating processes.
• Support construction teams in resolving design and or constructability challenges
• Responsible for obtaining required pre-construction permits such as zoning, building, road use, etc.
• Responsible for ensuring preliminary design, costs, schedules, and other relevant information are completed as per the project objectives prior to handoff for construction activities.
Education, Experience, and Skill Requirements
• 7+ years of experience in project management in construction, engineering or directly related field
• Experience with pre-construction engineering / project-development initiatives such as site-layout/optimization, transmission interconnection requirements, procurement/contracting, and pre-construction management specifically in the utility-scale renewables industry preferred
• Ability to look critically at a problem set, identify unique solutions, and influence change.
• Strong interpersonal and communication skills - to be applied across the organization and externally, including the ability to confidently and effectively explain engineering requirements, including to non-technical audiences.
• High level of expertise with Microsoft Office Suite, with emphasis on Excel, Word, and PowerPoint.
• Ability to work with and manage confidential information
• BS in Mechanical or Electrical Engineering preferred
• Experience gained through college degree programs and/or certifications is applicable to above skills

• Review and address the up-front construction and execution related issues early in the project life cycle so that projects are executed on time, and within budget
• Collaborate and communicate with key stakeholders and other internal business functions within Vistra
