Overview

Oasis Systems has an exciting opportunity for a Sr. FMS Case Manager located at Hanscom AFB in Bedford, MA. The Case Manager will provide Foreign Military Sales (FMS) case management services to the Aerial Networks Division’s International Programs/FMS Branch (AFLCMC/HNAI).

LOCATION: Hanscom AFB, MA

JOB STATUS: Fulltime

TRAVEL: Must be available to travel OCONUS extensively and able to conduct international teleconferences outside of normal duty hours

REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills)

SECURITY CLEARANCE: DoD Secret clearance required, or the ability to obtain a Secret clearance

EDUCATION: Master’s degree and 12 years of experience (5 DoD), or Bachelor’s degree and 15 years of directly related experience (5 DoD), or 20 years of directly related experience (8 DoD)

CERTIFICATIONS: Defense Acquisition University Program Manager Level II or III certification desired

EXPERIENCE LEVEL: Senior level

OTHER QUALIFICATIONS/SKILLS:

• Comprehensive knowledge of principles, policies and practices of FMS, as defined in DSCA Manual 5105.38-M, Security Assistance Management Manual, as well as internal business processes for FMS.
• Knowledge of roles and relationships between AF Security Assistance Center, Defense Security Cooperation Agency, and State Department
• Comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and local instructions and procedures
• Familiarity with technology transfer, export control, and foreign disclosure procedures
• Conceptual understanding of programmatic and technical issues related to tactical data links, aerial networks, support tools, and network management tools
• 10 years FMS case management experience desired

RESPONSIBILITIES:

• Support FMS case management process, including recommendations for Letter of Request (LOR), development of Pricing and Availability (P&A) data, and Letter of Offer and Agreement (LOA) using automated tools such as DSAMS and SAMRS
• Support FMS case management and execution, including developing plans and documents IAW AFI 63-101/20-101 for acquisition, fielding and sustainment
• Support case initialization to ensure funding is in place and financial requirements are met
• Prepare procurement documents such as Justification & Approval, evaluation factors, RFPs, Statements of Work/Performance Work Statements, and technical evaluations
• Identify and assess risks to program, recommend risk mitigation strategies, and implement risk reduction plans
• Produce and maintain case files; support case reconciliation and case closure
