Assist in the development, delivery, and management of energy efficiency programs as part of the state utility commission approved energy efficiency portfolio to ensure cost recovery and minimize performance risk. Provide high level oversight / strategic guidance to Trade Allies and contractors that deliver energy efficiency programs to both residential and commercial & industrial utility customers. Coordinate with other utility departments providing program logistic support. Verify that products, services, and energy savings are delivered as required. Monitor, track, and provide necessary program performance data for measurement and verification purposes.
Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES (means principal, main, major or most important duties / accountabilities that the employee performs)
Work with Program Managers, Implementing Contractors, and Trade Allies to gather market intelligence on energy efficiency programs and measures to promote greater participation via identification of new energy efficiency measures, promotions, and trends in the market place.
Provide guidance to Implementing contractors on the requirements ComEd has of Trade Allies and contractors when delivering energy efficiency programs to utility customers. This includes overseeing RFP’s, evaluating responses, identifying best offers, obtaining legal review, coordinating with supply and Implementing contractors, and awarding contracts.
Provide ongoing oversight of Trade Allies and contractors. Develop performance metrics applicable to each individual energy efficiency program and in conformance with the overall portfolio. Conduct regular meetings and obtain progress reports to ensure expectations. Track performance and provide feedback and corrective actions as necessary.
Work with MarketingPromotions team in managing all program communication and outreach needs. Work to make certain that all messaging is accurate and consistent with the larger energy efficiency portfolio. Recruit market partners such as retailers, builders, energy raters and auditors, and othertrade allies for market outreach. Maintain relationships with partners to maximize program performance. Conduct training as needed to expand the program delivery network.
Prepare status reports to accurately monitor progress toward performance and financial goals. Maintain and provide appropriate documentation to support regulatory compliance filings. Ensure that mechanisms exist for controlling programs’ progress toward goals: such mechanisms should manage the risk of either under-achieving or over-achieving goals, consistent with the portfolio plan.
Ensure that Accounts Payable (invoice review, verification and check creation) and Accounts Receivable functions (audit billing) are managed according to applicable Corp. Policies and Procedures and comply with appropriate accounting and Sarbanes Oxley rules.
Bachelor’s degree in Business or Engineering and a minimum of 5 – 8years of energy conservation / energy efficiency work experience OR in lieu of degree, a minimum of 9 – 12years energy conservation / energy efficiency experience is required.
Experience developing and delivering utility energy efficiency programs to specific sector. Program and contract management experience are preferred.
Demonstrated ability to work within established budgets and deliver promised results.
Thorough understanding of utility cost recovery mechanisms.
Ability to communicate with and coordinate with a wide variety of professionals ranging from engineers to vendors, to subcontractors.
Develop and execute an overall Trade Ally strategy in support of ComEd’s Energy Efficiency portfolio as approved by the state utility commission.
Integrate workforce development and diversity and inclusion into approach.
Establish and grow relationships w/ Trade Allies and contractors to drive greater participation in programs by conveying the merits of having a mutual beneficial relationship with the utility.
Ensure Trade Allies and contractors are adhering to all utility program requirements, rules, and standards of quality in delivering a premier customer experience. Ensure that Company exposure to litigation risk is minimized.
Ensure /coordinate prompt resolution of all customer relations’ issues with trade allies / contractors arising out of energy efficiency programs.
Provide data analysis and subject matter expertise in responding to state utility commission requests or implementation of state utility commission orders. This includes annual reporting of results.
