Sr. Contracts Specialist in support of WHS

Essential Job Functions

Knowledge of Federal, departmental or agency, and local contract laws, regulations and procedures applicable to the acquisition and contract administration of extensive or unique equipment, services, construction.

Knowledge of various types of contracts, methods of contracting, and selection factors to plan appropriate strategies to procure complex requirements, and to conduct negotiations in the preaward and postaward phases of contracting.

Knowledge of program objectives, technical terminology, an uses of equipment, services, or construction procured sufficient to participate in planning, negotiation, and administration.

Knowledge of commercial and industrial business practices (e.g., subcontracting of raw materials or services and use of cost analysis techniques) sufficient to identify sources, analyze cost and pricing data and contract proposals, and to evaluate the offerors for responsibility

 

Skills

Experience in with the Federal acquisition process in leading planning, pre-award, award and post award activities for varied and complex requirements;

Expertly produce or create complex and detailed business clearances, Board Reports, Acquisition Plans and other like documents with minimal, if any, oversight or rework.

Proficient in the use and application of the primary contract- writing tool for DoD known as the Standard Procurement System (SPS), which is also known by its application name Procurement Desktop 2 (PD2).

Proficient in the use of the Microsoft Suite of applications including Word, Excel, PowerPoint, Outlook, Project as well as Adobe Acrobat and other federal government procurement applications, including Wide Area Workflow (WAWF).     

 

 

Qualifications

  • Minimum 10 years of experience
  • DAWIA Level III Acquisition Certification or equivalent (i.e. Federal Acquisition Certification)
  • Bachelor’s degree in related field
  • Active secret clearance
