Summary:

The Sr. Cloud Engineer will design, configure, operate and perform maintenance on networking and computer systems including hardware, software, web portals, internet and intranet connections, firewalls, servers, and security for the Navy Maritime Maintenance Enterprise Solution – Technical Refresh (NMMES-TR).

Duties and Responsibilities:

  • Develop a scalable Dev/Test environment within a Federal Risk and Authorization Management Program (FedRAMP) Moderate, Impact Level (IL) 4 and/or High, IL 5 commercial cloud populated with tools provided by third-party vendors (with Government approval) or Government tools for evaluation such as:
  • MRO, PPM, Data Analytics (DA), and Business Intelligence (BI);
  • Identity and Access Management;
  • Workflow (i.e. Orchestration, Choreography) and Business Rules;
  • Data Integration, Visualization, and Analytics and Repository Analyses;
  • Application Integration (i.e. Application Programming Interfaces (APIs), Connectors, and Adapters);
  • Enterprise Systems Management;
  • Content Management System;
  • Master Data Management System;
  • Security Service Tools (Security Management for the Environment); and
  • Deployment, Performance Scaling, and Load Balancing
  • Deliver the Dev/Test environment and sustain the environment as needed to maintain availability for end user product evaluation
  • Execute the full complement of systems engineering activities from requirements definition, to architecture, design, implementation, and test, through deployment and operations and support
  • Prepare recommendations with sufficient rationale to advise leadership decisions that enable program success.
  • Contribute, assist, and collaborate in the development and deliver a market research report detailing:
  • Perform market research, evaluate, and recommend viable alternatives by collaborating on commercial cloud environments, architectures, and approaches to address the following:
  • Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-as-a Service (SaaS) offerings;
  • Integrated Data Environment (IDE) and Knowledge Center Environment (KCE) capability to integrate and share digital data and data exchanges;
  • Estimates of cost, level of effort, and duration for implementation in accordance with cloud costing models, taking into consideration appropriate capacity based on gathered requirements, software, and support services to establish accreditation of a Dev/Test environment
  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Master's Degree and 5+ years of experience
  • Additional relevant experience may be used in lieu of degree requirement
  • 10+ years of DoD systems engineering support for IT-based systems
  • 5+ years of Department of Defense Architecture Framework (DoDAF) support
  • Extensive experience in aligning systems engineering activities throughout the acquisition program life cycle phases
  • SECRET security clearance

Knowledge, Skills and Abilities:

  • Ability to listen and understand what is being described by the end user as well as the ability to explain problem resolutions when necessary
  • Broad and deep set of engineering expertise
  • Have the knowledge and skills to define key processes to support all engineering aspects of program management, requirements management, and baseline management operations, to include assessing and overseeing the technical requirements, design, development, implementation, and test of system solutions
