This position is a Land and Leasing Specialist position within the Legal and Regulatory department.

The Legal & Regulatory Specialist position is responsible for supporting the Legal and Regulatory department and internal GCI departments in the applicable areas of focus as described in the attached addendums.  This includes: implementing existing processes, and developing and implementing tools and improvements to and increase the efficacy and effectiveness of those processes; developing and fostering company relationships to advance the mission and goals of the Legal and Regulatory department and GCI; and supporting department and corporate decision-making. Assigned areas of focus include but are not limited to: Environmental Permitting and Compliance; Lands and Leasing; Compliance and Policies; and Contracts Administration.

The scope of the Land and Leasing Specialist position includes but is not limited to: Responsible for drafting, negotiating, amending, administering, reviewing, and terminating company real property contracts, including but not limited to leases, easements, space and power agreements, subleases, and deeds


Essential Duties of Position for all Levels:

  • ·   Research and analyze documents and other reports and determine whether action or further study is warranted and/or recommend actions, policies, and procedures to facilitate.
  • ·    Monitor policy developments in focus areas affecting company operations, and work with business groups to effectively advocate on behalf of company
  • ·    Collaborate across business lines to consistently, effectively, and efficiently address internal customer needs
  • ·   Track group and company metrics for efforts in focus area.
  • ·    Write, review and update plans, procedures, and policies.  Work with other departments to assure implementation within the context of GCI goals, strategic plans and budget.
  • ·    Work successfully with GCI legal department, outside counsel, experts, and consultants as necessary. 
  • ·   Support management by offering historical and subject matter expertise. 
  • ·   Interface with outside personnel and/or regulatory agencies and effectively communicate with project and legal teams.
  • ·   Establish and maintain relationships with stakeholders to advance GCI’s policy objectives.
  • ·   Identify opportunities for enhancing relationships with community and work with GCI staff to take advantage of and leverage those opportunities. Represent the company and interests in relevant associations and groups as assigned.


Additional Job Requirements:  Using established processes and procedures and working under immediate supervision, performs assigned tasks. Work is often standardized and instructions are usually detailed. May prepare briefs, spreadsheets, and documents for review and evaluation by others.

Certifications:  Industry-specific certifications are highly valued and can contribute toward education. 

Years of Experience required to meet minimum qualifications: Minimum of five (5) years of experience in environmental permitting, compliance, regulatory, government or real property contract administration.  


Land and Leasing Specialist:


Additional Qualifications:

  • ·     Experience in technical contract administration or paralegal work
  • ·   Experience in administering contract repository software, preferably Mitratech Lawtrac


Level of Education required to meet minimum qualifications: High School diploma or equivalent is required.  Bachelor’s Degree in relevant field is required; in addition to experience required, a combination of relevant work experience and/or education sufficient to perform the duties of the job may contribute to the degree on a year-for-year basis.


Physical Requirements: Ability to perform sedentary work.  Physical effort may include stooping, kneeling, touching, feeling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions.  Clarity of vision to see near, mid-range, and color. Ability to lift and carry up to 25 lbs.


Working Conditions: Most activities conducted inside under pleasant climatic conditions.  Work can be intense and stressful due to time/resource limitations when scheduling multiple tasks with inflexible deadlines. The company and its subsidiaries operate in a 24/7 environment providing critical services to Alaskans and may need to respond to public health and safety matters or other business emergencies. Due to business needs employees may be contacted outside of the normal business hours to respond to the immediate emergency. As such, you will be requested to provide emergency after hours contact numbers, to include your home and cell phone numbers if you have those services.


Driving Requirements (if applicable): Must possess and maintain a valid driver’s license, proof of insurance and a satisfactory driving record.
