Summary

  • As a recognized Health IT expert, the Enterprise Solutions Architect will proactively develop innovative, compelling and cost effective solutions that will help grow business within Centers for Medicare & Medicaid Services (CMS) as well as other Department of Health and Human Services (DHHS) accounts.
  • Solutions will be designed based on thorough understanding of the COTS and Open Source established and emerging technologies, coupled with insight gained through program delivery, customertechnical roadmaps and strategic plans, federal policies, publications and reports, and interactions with senior internal and external stakeholders

Responsibilities

  • Architect and implement enterprise IT solutions for healthcare analytics at CMS
  • Provide technical support to business development with presales, capture, proposal authoring and reviews
  • Support delivery on existing programs and transition-in on new projects
  • Market health IT solutions and establish SCG as SME in industry and customer forums
  • Stay abreast of Federal, HHS and CMS technical and security updates as well as emerging Health IT technologies to offer innovative solutions
  • Recognize challenges, identifying opportunities and developing solutions
  • Design, model, develop and maintain complex structures to support advanced business objectives for mission-critical programs
  • Participate in various requirements sessions with internal and external stakeholders and convert business / functional specifications into technical solutions, along with supporting materials such as use cases, diagrams, flowcharts, models, and reports
  • Provide technical support to requirements, development, testing, help desk, and training teams
  • Ensure data integrity and optimize end-user experience and performance
  • Follow the corporate and program engineering and quality guidelines, as well as adhere to industry regulations and compliancerequirements
  • Support IT initiatives related to security, capacity, scalability, performance, platform upgrades, service agreements, and disaster recovery
  • Interview, train and coach team members

Required Skills

  • 5+ years hands-on experience supporting CMS business, data and systems in a progressively senior technical capacity across multiple programs supporting key Medicare legislation such as MMA, ACA, HITECH, DATA and MACRA
  • Expertise with Federal Enterprise Architecture, CMS Technical Reference Architecture and Authorization to Operate standards, models, tools and processes
  • Experience with Federal cybersecurity standards such as HIPAA, FIPS, FISMA, NIST as well as CMS Acceptable Risk Safeguards (ARS), Risk Management Handbook (RMH), SecurityControls Assessment (SCA)
  • Thorough understanding of CMS political environment, organization and contractors
  • Proven experience implementing USDS Playbook, Agile, DevOps and Cloud solutions at CMS
  • Practical experience implementing enterprise data warehouse solutions, including physical, logical and conceptual modeling, ETL, BI reporting, and data analysis
  • Advanced, hands-on experience with CMS technology stack such as IBM, Microsoft, Oracle, Teradata, J2EE, AWS, SAS, MicroStrategy, SalesForce
  • Hands-on experience with leading Open Source technologies such as Angular JS and post-relational databases such as Hadoop
  • Advanced knowledge of decision and intelligence systems concepts, and database structures such as ETL, normalization, datamarts, fact tables, dimensions, views, cubes, olap, rolap, rbac, star and snowflake schemas
  • Ability to analyze project requirements and develop detailed specifications and designs while balancing cost, performance, quality and schedule demands
  • Ability to interpret complex data and communicate it in an effective manner leveraging advanced reporting and visualization techniques
  • Excellent analytical skills with recognizing data patterns, identify potential issues and producing solutions
  • Must have excellent verbal and written communication skills, ability to work independently with minimal supervision, be a team player, and be well organized and efficient with excellent judgment, problem-solving and decision-making skills
  • Exceptional marketing and presentation skills to articulate solutions and garner buy-in from various internal and external stakeholders
  • Bachelorsdegree in engineering, computer science, IT, mathematics or equivalent
