Objective

Manage the North America (NAM) Signaling & Alstom Digital Mobility (ADM) Regional Center and Development Centers, people, processes and performance.

Performance Management

  • Staffing:  Measure total capacity versus workload.  Prepare analysis and action plans.
  • Competencies: Overall maturity improvement
  • Dashboard: Consolidated NAM Safety Dashboard including all NAM stakeholders RC and DC on a quarterly basis
  • Safety Issues: Ensure proper deployment of corrective/preventive actions, support REX
  • Ensure zero "NO GO" for Safety reasons in Gate Reviews
  • Improvement of Quality of Inputs (from engineering, V&V, etc) for efficient Safety Demonstrations
  • Measure process standardization and improvement
  • QCD (Quality, Cost and Delivery) overview and specific action plan when needed
  • Consolidation of Process Review Report for NAM

Responsibilities and AccountabilitiesFor the NAM Signaling/ADM Regional Centers and Development Centers and related Project Offices and in coordination with the inputs from NAM RC/DC/Safety Managers, the NAM Signaling Safety Manager has to:

  • Ensure consolidated view of Safety to NAM Signaling/ADM organization/management
  • Ensure coordination with Engineering (RC/DC) to support lean Safety demonstrations
  • Manage the consolidation and balance of workload of safety activities and safety workforce (quality and quantity of resources) in accordance with Projects Engineering Directors and Program Directors
  • Manage/approve QCD commitments for Bids/Projects and Developments
  • Develop and Maintain Safety Resources Skills, manage recruitments (in cooperation with HR's) and external support (in relation with sourcing)
  • Deploy Safety Process, Method and Tools in accordance to Central rules and propose Improvements based on REX (Return on Experience)
  • Support to the Safety Process Correspondents for NAM (interaction with the PO)
  • Ensure convergence betwwen System/Products and System/Projects for safety-related topics; escalation and arbitration if needed managed between Signaling Safety Director and or ADM Safety Director
  • Ensure safety coordination between DCs and RCs, assuring definition of project needs, progress monitoring, homogeneous ways of working
  • Provide Technical Expertise to Projects, System & Products to assure Customer Safety acceptance and satisfaction
  • Review safety issues and support root cause identification and mitigation measures
  • Implement the Safety Management Cycle defined centrally by Signaling/ADM Safety Director

  Educational Requirements

  • BS Degree in Engineering
  • Successful experience in Safety Assurance within different industries
  • Minimum 5 years of experience in the Railway business and espepcially Signaling domain
  • Esperience in Alstom NAM solutions/products is recommended
  • Successful experience in management and leadership
  • Proficiency in Microsoft Office software
  • Excellent written and oral English communication skills
