The Olefins and Polymers, USA division of INEOS is one of the largest producers of olefins and polyolefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of ethylene, propylene, butadiene, high-density polyethylene and polypropylene with annual revenue of over $4b. INEOS PSO comprises of Hobbs Fractionator, Stratton Ridge Storage Caverns and Pipelines operations. There is a need for a SHE Engineer to support the Stratton Ridge storage caverns and Pipelines operation at the Alvin location in Texas. These facilities are highly regulated and all regulatory requirements must be followed to operate.
Under the general supervision of the SHE Manager, the primary purpose of this role is to interpret regulatory requirements impacting pipelines and storage cavern operations, and implement/manage programs necessary to ensure that these facilities operate in compliance with the regulatory requirements (OSHA, Texas Railroad Commission, Department of Transportation/Pipeline and Hazardous Materials Safety Administration, Texas Commission on Environmental Quality and Environmental Protection Agency). The SHE Engineer defines, maintains, and audits programs for safety, health and environmental sampling, analytical, reporting and associated record keeping for compliance with regulations and permits.
This position involves considerable interaction with the Operations, Maintenance, CBW and MVW SHE staff, Contractors and Management personnel. The SHE Engineer will also act as a liaison with regulatory agencies as well as intra-company environmental technical groups.
Responsibilities and Accountabilities
•Promote/demonstrate SHE expectations and SHE culture.
•Support Operations, Maintenance and pipeline field personnel with SHE needs.
•Qualify contractors based on safety performance.
•Document and maintain relevant SHE records. Prepare applicable regulatory reports for review and submission.
•Update and maintain SHE Procedures current. Be part of procedure development team (SPRT) at CBW.
•Maintain emergency response manuals and coordinate/conduct Emergency Response Drills for SR and Pipelines.
•Lead/Participate in Job Safety Analysis, MOC, PSSR and Incident Investigations.
•Perform field visits to assist employees and audit SHE practices.
•Ability to manage waste disposal and ensure regulatory compliance i.e. labelling, containment, proper documentation, etc.
•Provide Occupational Health Support with the assistance of Industrial Hygienist at CBW (employee and area IH monitoring, medical surveillance, health & wellness, qualitative and quantitative health risk analysis, HAZCOM, Respirator Program, Breathing Air Program, NORM, Lead, Asbestos, etc.)
•Audit Life-Critical Procedures.
•Ability to evaluate PPE and ensure proper use and maintenance of PPE.
•Provide regulatory update on proposed rulemaking (OSHA, PHMSA, RRC, EPA, TCEQ).
•Maintain compliance management systems and prepare audit protocols. Adopts and implements best practices to resolve long-standing problems and new regulatory applicability.
•Provide pre commissioning and start up assistance to Operations for capital projects.
•Coordinates training of plant personnel in SHE areas in close cooperation with the Training Coordinator (HAZWOPER, Safe Driving Practices, etc.).
•Network with other INEOS sites to share best practices, enhance network operation, and determine ways to implement value-added ideas.
•Investigates permit excursions and submit necessary reports with applicable agency. Determine root cause and recommend corrective actions. Anticipates problems involving compliance and develops innovative approaches to address those issues.
•Perform other work related tasks as required.
•Expected to lead Six-Sigma Green Belt project in area of expertise.
B.S. degree in Engineering, Chemistry or other appropriate technical degree.
Minimum of 8 - 10 years’ experience managing Env/Health/Safety compliance in petrochemical facility or pipeline and storage dome facility.
•Safety, Environmental and/or Pipeline Regulatory Compliance experience preferred.
•Six-Sigma Green Belt certification preferred
Key Skills & Knowledge
Strong knowledge needed of chemical processes/pipeline operations to effectively authorize routine emissions and document compliance.
Strong knowledge of Texas air, water and waste regulations, especially the HGA non-attainment area.
Familiar with Federal safety rules and regulations.
Proficient use of computer applications and databases allowing position to implement environmental, health and safety programs.
Strong written and oral communication skills needed to interact effectively with regulatory agencies, community and plant representatives.
Strong interpersonal skills needed for teambuilding and networking in order to influence others.
