Through our multiple program types and levels of care, we provide an array of behavioral health services to adolescents, transition aged youth, adults and older adults, many of whom also live with complex needs related to co-morbid substance use, chronic health conditions, criminal justice backgrounds, and homelessness. What you will do:

You will effectively lead teams including employee relations/legal, talent acquisition, benefits, compensation, HRIS, training, organizational development, and safety and workers compensation. Supporting Telecare’s growth, you will employ excellent employee best- practices and benefit offerings that lead to an engaged workforce, attracting and retaining the best in the industry, positioning Telecare as one of the best places to work. As an industry thought leader you will share employment related ideas. You will be responsible for establishing systems to do the work of HR and hold people accountable. You will ensure that Telecare is compliant with all regulatory bodies. You will do all of these things while seeking and valuing input and feedback from others.

  • Ten to fifteen (10-15) years of human resources experience leading an enterprise wide human resource function
  • Experience overseeing core HRprocesses, including, not limited to compensation and benefits administration, hiring and retention, staff training and development, organizational planning, employee relations legal matters, HRIS, Workers’ Compensation, safety and wellness.
  • Successful track record implementing HRprocesses and infrastructure in an organization experiencing rapid growth and changing customer needs including complex technical systems, implementations and upgrades to systems including HRIS, payroll, benefits and other enterprise systems.
  • Significant and proven HR team leadership experience
  • A proven ability to manage multiple cross-functional projects to timely completion.
  • Experience in union negotiations is essential
  • A Bachelor’s Degree and a valid California Driver’s License are also required.
  • All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. If the position requires driving, valid driver license, a motor vehicle clearance and proof of auto insurance is required at time of employment and must be maintained throughout employment.   • Ability to read and understand enterprise financial data including profit and loss, balance sheets and budget information.


  • Close familiarity with CA legal and regulatory aspects of HR is desirable
  • Behavioral Health experience is preferred
  • Experience working in a multi-site and multi-state environment is highly desired
  • A Master’s degree is preferred
