Responsibilities/Qualification

Position Summary

The Senior Technical Training Manager works under supervision of the Program Manager, National Cyber Range Complex (NCRC). As Chief, Tactics, Techniques, Procedures and Training Standards Division, individual directs a team of service cyber subject matter expert’s in the use of TTPs for simulation-driven cyber exercises from national and theater through small unit level for US armed forces and other US and allied organizations. Manages the implementation of standards for the NCRC as they relate to training. Provides direction to first level managers and/or is responsible for multiple functional areas to include an understanding of Joint, Army, Air Force, and Navy Cyber TTPs and how they are applied to offensive and defensive activities relating to networks, software, hardware, and systems. Oversees training process including identifying and analyzing training options, developing a training curriculum and implementing the curriculum using a team of multi-serviced cyber TTP experts using staff delivered and/or computer based training in a live, virtual, and constructive environment.

Duties and Responsibilities

Manages the activities involved in the design, preparation, and delivery and needs assessment of cyber TTP training and development programs.

Organizes project and task workloads and selects individuals most qualified for assignments on specific projects. Resolves any issues escalated through the staff.

Develops and/or approves content, methods, and materials for training staff and may conduct courses.

Reviews NCRC course content and objectives and evaluates the effectiveness of training presentations and programs; reviews and approves changes to technical training curriculum. Oversees with quality control teams effectiveness of training events and adherence to standards and recognized service TTPs.

Conducts research into new cyber training, education, and multimedia technologies and training techniques.

Candidate will be responsible for providing operational and technical subject matter expertise in support of NCRC’s Cyber Planning and Doctrine assessment and development as well as CONOPS/TTP development and provide planning support to Staffs’ through direct and reach-back support, as required, for real world and exercise operations. Specifically the candidate will:

  • Review, develop, validate and standardize service doctrine associated with cyber TTPs
  • Review Joint, Allied and Coalition cyber-related doctrine to protect US Service interests and harmonization with US doctrine, provide recommendations as required for NCRC
  • Review, develop, and promulgate doctrine, tactics, techniques and procedures (TTP), Tactical Memorandums (TACMEMO), Tactical Bulletins (TACBUL) and other TTP publications
  • Review, support development of, and validate service cyber Concepts of Operations (CONOPS)
  • Provide planning support to NCRC exercise planners during the development of Operational Plans (OPLANs) and Contingency Plans (CONPLANs) supporting cyber training events/exercises
  • Provide planning support during transition from OPLAN/CONPLAN to execution with development of Operational Orders (OPORD)
  • Serve as NCRC’s representative for cyber Joint, Coalition, and Service academic planning for wargames
  • Support NCRC staff on cyber Planning and Doctrine issues
  • Support operational and mission planning, including the application of Mission Essential Task List (NMETL) in support of U.S. military requirements.

May select and coordinate the activities of external training resources to include subcontractors. Responsible for the employment, training, motivation and discipline of assigned employees.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus more than 8 years of directly related experience including supervisory/management experience. Senior NCO or officer experience and attendance at appropriate service senior academy or college preferred. Individual with hands-on experience writing military doctrine a plus.

In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Knowledge, Skills, Abilities

Advanced knowledge of the practices, procedures, and processes of training and development.

Experience at any level working within a military service simulation center highly preferred: Korea/Japan, Germany, Virginia, Fort Hood/Fort Lewis, Hawaii and Alaska (National Simulation Center, Fort Leavenworth, KS; Joint Warfighting Center, Fort Monroe, VA; Joint Multinational Simulation Center, Grafenwoehr, Germany; Gaming and Simulation Facility, Camp Smith, HA; ROK Army Battle Command Training Program, Yongsan, Korea; Warfighter Simulation Center, Germany; Marine Corps Battle Simulation Center, Quantico, VA)

Excellent written, verbal and presentation skills and must be comfortable communicating with technical staff of varying skill levels.

A TS/SCI security clearance is required.
