Brief Description

LinQuest is seeking a Senior Systems Engineer to join our team in Alexandria, VA.

NATO Satellite Communications (SATCOM) is entering a new era of capability and threats, which raises a host of challenges and opportunities that require new processes and solutions. As a LinQuest team member, you will be conducting complex technical analysis and providing key technical and policy guidance and direction in support of the DoD CIO C4 and Information Infrastructure Directorate as the DoD participates in proving SATCOM services to NATO. Additionally, you will provide critical support to the NATO SATCOM working group to shape the next generation of NATO SATCOM.

The Senior Systems Engineer will provide technical and acquisition support to the OSD CIO regarding DoD and NATO SATCOM activities. As well as assist with developing policy and position statements for US views on the role of SATCOM for NATO forces and the means by which NATO can obtain the SATCOM capabilities it employs. You will also analyze U.S. strategies and positions regarding NATO SATCOM and develop DoD Guidance Packages for the NATO SATCOM Capability team meetings.


  • Conduct analysis on DoD SATCOM systems and NATO SATCOM capabilities in various environments and operational scenarios
  • Interface with key DoD SATCOM acquisition organizations (e.g., USAF Space and Missile Systems Center; Navy PEO Space Systems, and the Space Development Agency (SDA) on procurement and technical aspects
  • Interface with USSTRATCOM , USSPACECOM, USCYBERCOM and the various operational space organizations within the DoD on NATO use of US SATCOM resources/capabilities between them and their NATO counterparts
  • Coordinate with the NATO Communications and Information Agency on various aspects of SATCOM policy, planning and execution in support of NATO and its military forces
  • Develop COA alternatives based on assessments of situations/gaps, the use of analytical tools, assessments of costs and benefits and the impact/likelihood of specified outcomes and recommend COAs which either eliminate or substantially mitigate vulnerabilities, shortfall and gaps; identify and develop associated, requisite policy updates
  • Participate in Future NATO SATCOM program strategy, technical acquisition, execution, coordination and reporting activities
  • Participate in senior level forums for US, NATO and other bi-lateral and multilateral SATCOM technical, programming and planning activities
  • Travel up to 20%


Required Skills:

  • Ability to work in a DoD senior-level environment
  • Ability to work independently and also in a collaboratively with US and international colleagues, including individuals with limited English proficiency
  • Solid analytical and problem-solving skills
  • Solid communication and presentation skills
  • Understanding of fundamental DoD SATCOM principles, engineering and techniques
  • Working knowledge and experience with DoD SATCOM systems engineering tools
  • Working knowledge of DoD acquisition processes
  • Working knowledge of DoD operational roles, responsibilities
  • US Citizenship and an active TS/SCI is required to be considered for this position

Preferred Skills:

  • DAU-certified acquisition (System Engineering/ Program Management)
  • Knowledge/experience in a DoD Program Office
  • Experience with NATO

Required Experience:

  • Bachelor's Degree in engineering or a related scientific or technical discipline
  • 15+ years' experience working DoD SATCOM systems

Preferred Experience:

  • Master's degree in engineering or a related scientific or technical discipline
  • Experience with NATO SATCOM
  • Experience working with or as a part of NATO, especially in the area of command, control & communications
  • Working familiarity with DoD's JCIDS requirements approval process
  • Working familiarity/experience with DoD's PPBES budgeting process
