The Aerospace Corporation is looking for a Senior Systems Acquisition Leader to provide on-site analytical support to the Assistant Director of National Intelligence for Systems and Resource Analyses, Deputy Associate Director for Requirements Analyses (ADNI/SRNSA) within the Office of the Director of National Intelligence.  The Senior Systems Acquisition Leader will use systems engineering, and technical analysis skills to lead and participate in development of intelligence capability requirements to help the government make decisions regarding major system acquisitions, policy and procedures.  The Senior Systems Acquisition Leader will analyze in detail the capability requirements and analyze alternatives to help guide recommendations for future systems  to meet overall Intelligence Community (IC) needs.  Additionally, the Senior Systems Acquisition Leader will ensure the Aerospace reach back support is applied as needed to support the customer.   The Senior Systems Acquisition Leader will collaborate with other SETA contractors as well as senior military and civilian officers (General Officer/Senior Intelligence Service) within OSD, ODNI, CIA, NSA, NRC, NGA, and the Military Departments.



  • Provide on-site expertise and technical reachback across IC Capability Requirements Process (ICCR) activities and process development 
  • Serve as institutional knowledge for ICCR activities, processes and documentation to include training of new Government and contractor staff
  • Develop and review Statements of Capabilities (SOCs), Enterprise Capability Documents (ECDs) and other requirements documents
  • Advise and support SRNRA interactions with IC agencies and the DoD in coordination of requirements development
  • Develop and review Guidance, Templates, Standard Operating Procedures (SOPs), and Principal Deputy DNI (PDDNI) and ADNI level Memos in support of ICCR processes and overall ODNI requirements development
  • Advise and support SRNRA interactions with other ODNI offices (e.g., Cost Analysis (CA), Chief Financial Officer (CFO), Acquisition, Technology & Facilities (AT&F), and Intelligence
  • Integration/Mission Integration Division (Il/MID)) in the development of procedures and SOPs for coordination of requirements development within the ODNI, and in otherinternal activities (e.g., Program Management Plan (PMP), Independent Cost Estimates (ICEs), etc.)
  • Advise and support SRA in the review and coordination of documents (DNI memos, DNI testimony, IC Directives, PMP, Memos for the Record (MFR5), Congressional Budget Justification Book (CBJB), etc.,) developed by other ODNI offices (e.g., DNI Front Office, CA, CFO, AT&F, and II), for release outside of the ODNI
  • Provide ad hoc and formal technical advice, outreach, performance modeling, and affordability analysis related to requirements development
  • Improve corporate understanding and support of ICCR processes by coordinating with other ODNI support personnel to facilitate customer support on common issues across the ODNI



  • Bachelor's degree in engineering, operations research, or an appropriate technical discipline from a recognized institution
  • Current or Active TS/SSBI
  • This position requires the ability to have an maintain a security clearance, which is issued by the U.S. government.  U.S. citizenship is required to obtain a security clearance.



  • 12 or more years of increasingly responsible professional engineering experience
  • Experience with analysis of capability requirements and alternatives to help guide recommendations for future major system acquisitions 
  • Familiarity with National Security Space collection capabilities for both current and future overhead architectures
  • Experience on an intelligence or military staff, advising senior officials
  • Excellence in communication skills (written/verbal)



  • Experience in reach back to engineering matrix subject matter experts to oversee more in-depth analyses when needed
  • Experience with collectors / spacecraft hardware development programs
  • Experience with IC Capability Requirements Process (ICCR) activities and process development 
  • Familiarity in the areas of GEOINT, SIGINT, COMM and Ground systems
  • Experience leading and working with senior government/SETA/FFRDC teams
  • Experience in working with the intelligence community
  • Advanced degree in engineering, operations research, or an appropriate technical discipline from a recognized institution
