Seeking individual to support Program Management Office in the execution and oversight of a desktop environment.  Individual must have experience in IT and standard engineering processes, to include program governance (Change Management, Risk Management, and Operational Readiness).  Desired that the candidate have familiarity with and working understanding of one or more desktop technologies; including but not limited to: virtual desktops, email, SharePoint (Admin), unified communications, desktop security, authentication, records management and/or desktop performance monitoring.

Roles and Responsibilities

  • Support day-to-day engineering tasks as required in the development, generation, and technical vetting of program studies/trades/plans and/or documents.
  •  Participate in the assessment of technical reviews, briefings, conferences, studies, trade analysis, monthly progress reviews, monthly business reviews, contract data deliverables, performance models/simulation trades supporting legacy system and future system performance analysis.
  • Collect and apply “lessons learned” across supported projects, as applicable.
  • Support various technical meeting and boards, take and distribute minutes, as required.
  • Participate in internal and external forums and develop recommendations relating to program direction and guidance.
  • Support ad hoc studies and independent studies as required.
  • Maintain knowledge of current technology and provide advice to the program leads on technology advancements.
  • Provide support to the integration of multiple contract activities.
  • Provide support to the risk management function.
  • Provide support to the evaluation of IT service performance processes.
  • Provide support to the evaluation of IT service providers.
  • Provide support to the evaluation of IT service performance monitoring tools.
  • Review and evaluate proposals and Engineering Change Proposals (ECP) and provide technical evaluation positions, as required.
  • Provide engineering review board and configuration management support including Request for Change (RFC) preparation, technical review, and coordination.
  • Assist program lead and senior systems engineer in monitoring and tracking program schedule, action items and discrepancy reports, create and maintain masterschedules of projects.
  •  Review requirements/ documents/ plans and other related items as appropriate, for consistency and compliance with the Enterprise documentation.
  • Prepare graphics, reports, engineering data and analysis in support of Government directed studies, reviews, conferences and briefings, as required.
  • Assist in planning and conducting studies and analyses required to support/identify long-term management and/or technical issues, as required.
  • Capture risks/opportunities and track mitigation steps to closure of risk or realization of opportunity
  • Collaborate with hardware infrastructure provider(s) to ensure necessary capacity is available to support applications and re-deploying users
  • Collaborate with control and governance and implementation teams to ensure application and adherence to appropriate standards and schedule
  • Collaborate with outreach team to provide status updates to stakeholders
  • Support Execution Team Specific Status Reviews, TEMs, Risk / Opportunity  Management Board (ROMB), and Co-Chair Test Readiness Review(s)
  • Provide inputs into the Test and Evaluation Master Plan.
  • Collaborate with re-deploying users to ensure all applications, files, and data are identified
  • Implement transition strategy
  • Collaborate with requirements and integration teams to ensure consistency in identifying and scheduling requirements for delivery to support specific increments of users
  • Collaborate with outreach team to provide status updates to stakeholders
  • Identify risks/opportunities that may affect successful satisfaction of cost/schedule/performance
  • Co-chair  the Ops Transition Control Board (TCB) and the Migration Readiness Reviews

Required Skills

  • Bachelor’s degree systems engineering or related discipline or DAWIA SPRDE Level III certified
  • Understanding of and experience with managed services approach to include the writing of Service Level Agreements (SLAs) for IT services.
  • Understanding of and experience with activities related to the Independent Verification and Validation (IV&V) of contractor performance.
  • Understanding of transitioning of software, hardware and data from legacy systems.
  • Understanding how virtual systems, thin clients and thick clients work and when is the best time to apply them.

Security Requirements:  Must hold a current TS/SCI clearance.
