The Subcontracts Administrator will provide subcontract administration support, including pre- and post-award subcontract administration within an internal subcontracts team and maintain responsibility for soliciting and administering subcontracts, modifications, and task and delivery orders. Assist with the formulation of price strategy and price-to-win in conjunction with prime contract and project leads, review prime solicitation packages, and draft subcontract solicitation packages to support prime proposal. Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals. Make entries into IBM procurement systems, process task orders and modifications, and serve as the primary interface between IBM and subcontractors in the pre- and post-award phase. Negotiate subcontract agreements, prepare small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements. Maintain subcontract files and ensure compliance with Contractor Purchasing System Review (CPSR) requirements and the IBM Federal Procurement manual. Work as part of a team and use effective communication in daily interactions with internal and external clients.



As a Subcontracts Administrator your responsibilities will include, but are not limited to the following:

  • Delivery of compliant, professionally produced proposals within customer defined time-frames
  • Coordinate and review/edit proposal input from a variety of stakeholders, typically involving contributions from bid/product teams, finance, commercial, legal and delivery
  • Ability to coach bid/product teams and subject matter experts in persuasive writing and proposal best practice with regard to FAR compliance requirements as it relates to subcontractor content
  • Document template management in line with company/bid team branding
  • Manage the bid qualification (bid go/no go) process for new opportunities
  • Manage virtual bid teams and inputs from a variety of stakeholders, typically involving contributions from sales, marketing, bid/product teams, finance, commercial, legal and delivery
  • Prepare and review the commercial/federal aspects of the bid, ensuring all services are included in the final price to the customer
  • Risk tracking and management throughout the bid process
  • Contribute to the written proposal - both in terms of content and presentation
  • Ensure timely delivery of compliant and federally sound bids
  • Understand and resolve complex technical, strategic and business issues
  • Arrange all post bid reviews with customers, post contract award
  • Respond/process purchase requisitions by defining and justifying the expense.
  • Manage bids/proposals solicited from existing sources or new sources.
  • Negotiate/evaluate terms and conditions with suppliers & award the subcontract agreements.
  • Responsible for monitoring the terms of the subcontract including progress, plans, invoices and payments.
  • Proposal automation tools experience
  • Communicate and influence at a senior level
  • Address any change orders, modifications or disputes.
  • Strong time management/prioritization skills
  • Strong written English language skills
  • Excellent attention to detail

  • 7+ years of experience in procurement and subcontract administration with contractors supporting federal contracts
  • Experience with various types of contracts, including FFP, FFPLOE, CPFF- Term and -LOE, T&M, and various IDIQ types
  • Experience with negotiating subcontract terms and conditions
  • Experience with negotiating non-disclosure and teaming agreements
  • Experience with government subcontract file documentation and CPSR requirements
  • Experience with the proposal process in support of federal acquisitions
  • Knowledge of Federal Acquisition Regulations (FAR)
  • Knowledge of GSA Schedules, GWACs, and IDIQ vehicles
  • Ability to demonstrate flexibility and willingness to perform as part of a team
  • BA or BS degree
