Supports Fluor Industrial Security program and projects ensuring compliance with DOD 5200.22-M - Defense Industrial Security Program, National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), Executive Orders, and client security directives
Process requests for personnel security clearances, periodic reinvestigations, as well as other investigations for employees to obtain US Government required access
Interface with candidates, other Fluor organizations, and client personnel on security related matters
Perform quality assurance reviews of the security clearance process, to ensure that industrial security personnel with security clearance processing duties are in compliance with relevant US Government requirements, and organization procedures
Create, execute and monitor security policies and procedures to safeguard national security information / equipment and company / customer intellectual property
Develop and implement procedures relating to access control, personnel security and incoming and outgoing visitor control and badging
Maintain personnel security clearance records for employees and consultants using Scattered Castles and Joint Personnel Adjudication System (JPAS)
Advise on Federal security regulations and procedures
Conduct Security Education / OPSEC, Training and Awareness Program: indoctrinations, debriefings, annual refresher training, and foreign travel, espionage, cyber security and special assess briefings
Work with Contracts and Operations to ensure compliance with contract / subcontract security requirements
Maintain security documentation and files in accordance with client security departments and DSS
Involved with document control including in-/out-processing of sensitive material and preparation of document transmittals and packaging; Issue courier authorizations
Position may require occasional U.S. and foreign travel to contract sites.

Basic Job Requirements
Minimum of four (4) years of specialized Intelligence Community AND DOD security experience; especially in processing candidates for security clearances.
Experience with Intelligence Community clients;
Experience using: Scattered Castles, JPAS, e-QIP, NISS, SWFT, DISS.
Thorough knowledge and understanding of the National Industrial Security Program Operating Manual (NISPOM) and all Director of National Intelligence (DNI) security policies and regulations;
Knowledgeable of current security vulnerabilities and threats;
Knowledge and experience with OPSEC and security education, training and awareness program;
Excellent written and oral communication, as well as excellent interpersonal skills.
Experienced in interfacing with Government customers and management;
Experience in conducting security briefings and debriefings;
Strong organizational skills. Must be a self-motivated, detail-oriented, dedicated, and well-organized security professional able to work and make decisions independently;
Functional experience supporting security disciplines, including document control, visit certifications, personnel security processing, SCI and security processes and procedures;
Knowledge of the Intelligence Community Directives relating to Security, NISPOM, and applicable Executive Orders, and experience with the Defense Security Service (DSS).
