Description

The senior scientist engineer will provide system engineering support to both the Naval Air Systems Command (NAVAIR) and Naval Sea Systems Command (NAVSEA).

 

The senior scientist engineer will be responsible for being a leader in engineering practices and system lifecycle process documentation. The senior scientist engineer will conduct analysis of customer requirements, generating systems engineering plans, leading inter-disciplinary teams and working with project managers to create enterprise systems supporting the business goals throughout all phases of the system lifecycle. The senior scientist engineer will conduct system architecture modeling, data modeling, requirements analysis and generation, preparation and presentation at technical reviews with program offices, and providing expert level recommendations to the customer in the planning and execution of engineering tasks. The senior scientist engineer may be tasked to provide expertise in the development and production of airworthiness and CYBERSAFE certification products as well as the development and delivery of airworthiness and CYBERSAFE policy and process training. The senior system engineer will serve in close interface role with the customer and plan, oversee, and report status for tasking performed by a team of engineers.


In addition, the senior scientist engineer will be skilled with Model Based Systems Engineering (MBSE) methodologies to join our team that is assisting the NAVAIR customer with their Systems Engineering Transformation (SET) efforts. The SET initiative aims to transform the application of Systems Engineering through the formalization of the use of models as a methodology. The senior scientist engineer will be familiar with the NAVSEA Program Executive Officer (PEO) Carriers (CV) Integrated Digital Environment (IDE), Corrosion Control Information Management System (CCIMS), Carrier Vessel Nuclear Information Technology (CVN-IT) system, Consolidated Afloat Network and Enterprise Services (CANES), and Submarine Warfare Federated Tactical Systems (SWFTS).

 

Responsibilities:
• Provide system engineering expertise in systems design and integration, manufacturing, quality and industrial engineering, airworthiness and configuration and data management.
• Provide support for the development, procurement, sustainment and modification of aircraft systems, sub-systems, components and equipment.
• Support the development and maintenance of critical systems engineering documentation (i.e., specifications, system requirements documents, systems engineering plans, etc.).
• Support the translation of requirements into prime contractor documents (e.g., software development plans, sub-specifications, etc.) and procedures to ensure the robust application of systems engineering processes across all program development, production, and sustainment tasks.
• Assist in generating and managing Configuration Management, Data Management, and Risk Management processes and plans; support environmental assessments, support design reviews, technical interchange meetings, interface control meetings, program management reviews, audits and other technical reviews.
• Produce and/or review technical evaluations, engineering studies, reports, analyses, and acquisition plans and strategies.
• Assist in milestone preparation as well as engineering evaluation of OEM and subcontractor recommendations for operational and support issues such as: evaluations of Advance Change Study Notices, Engineering Change Proposals, Contractor Change Proposals, FAA Bulletins, and related documents.
• Apply Operational Safety Suitability & Effectiveness (OSS&E) and Airworthiness processes, as well as provide risk assessments, safety analysis and recommendations, and address high priority safety issues.
• Provide safety expertise to include compliance with MIL-STD 882, and risk packages.
• Evaluate the effectiveness of Reliability and Maintainability processes to ensure system requirements are defined and achieved.
• Identify aircraft certification requirements and assist in obtaining required certifications. Evaluate Spectrum Certification requirements, analyze equipment for applicability, and process documentation/requests to ensure system requirements are defined and Spectrum certification is achieved and maintained.
• Translate production and operational requirements into design, fabrication and testing objectives. Provide analysis and recommendations to systems suitability for installation, functionality and reliability of systems and readiness of existing manufacturing processes.
• Provide Test and Evaluation Support.

Required Qualifications

• Bachelor of Science degree in computer science, computer engineering, electrical engineering, mechanical engineering, aerospace engineering or similar
• A minimum of 30 years of professional experience
• Expert systems engineering practitioner with excellent oral and written communication skills to convey technical and/or programmatic assessments
• Expert level aircraft airworthiness and cybersecurity safety certification knowledge and experience
• MBSE & SET knowledge and experience
• Systems of Systems (SoS) Engineering Expertise
• SWFTS and CANES familiarity
• PEO CV IDE, CCIMS, and CVN-IT familiarity
• Security Clearance – TS/SCI

• Experience working within or closely with Acquisition Offices; Systems Engineering & Technical Assistance (SETA) and/or Systems Engineering & Integration (SE&I) experience
• Knowledge and experience with the application of DoD 5000.02, AFIs 63-101/63-131, and related systems engineering policy and guidance impacting fixed wing aircraft support.
• Demonstrated expertise open system architecture, hardware, and software architectures—to include interface management (e.g., Interface Control Documents (ICD)).
• Understanding and experience with Air Force Policy Directive (AFPD) 62-6, USAF Airworthiness, through standardized processes and issuance of flight authorizations.
• Experience with military and Federal Aviation Administration airworthiness processes.
• An understanding of network architecture design, security, and threat vulnerabilities. (Cyber and/or Anti-Tamper)

• Experience developing program strategies for ensuring technical capability closure
