Job Duties and Responsibilities

  • As the organizational expert in the field develops and applies advanced Radio Frequency Engineering theories and research techniques in the investigation and solution of highly complex and advanced technical problems at the forefront of new technologies. Plans and conducts, and technically direct projects or major phases of significant projects, coordinating the efforts of technical support staff in the performance of assigned projects.
  • Generate draft reports, as requested, and per guidance supplied. These reports are often driven by ongoing or potential future reallocation efforts.
  • Learn to quickly assess the impact of new legislation on federal Spectrum Operations.
  • Develop knowledge of previous and planned spectrum auctions, and their impact on federal Spectrum Operations.
  • Develop relationships with the Major Commands (MAJCOMs) in order to more effectively coordinate and retrieve the required information.
  • Review current NTIA or legislative documents and generate draft customer/client comments.
  • Analysis and Reporting
  • Generate draft reports for the IRAC review.
  • Update/generate documents/materials necessary to support CUSTOMER/CLIENT visit to Capitol Hill.
  • Use existing tools (such as the Spectrum Certification System (SCS) and SPECTRUM XXI) to identify and analyze technical details of specific systems of interest.
  • Develop spreadsheets and other technical summaries, as requested
  • Maintain internally managed data sets of interest to CUSTOMER/CLIENT (e.g., the Platform Database, and the Table of Allocations system.)
  • Performs additional duties and responsibilities as assigned.
  • Generate draft reports, as requested, and per guidance supplied. These reports are often driven by ongoing or potential future reallocation efforts.
  • Works directly with senior technical personnel, program managers, and external organizations in the planning, oversight, execution, and evaluation of multiple complex technical solutions related to a program's system and technical product development. Applies intensive and diversified knowledge of scientific principles and practices in broad areas across one or more technical disciplines. Maintains a liaison role for technical matters with staff and customers, and acts independently on technical issues within his/her field of expertise.
  • Advises program managers on challenging technical issues, coordinates the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to less-experienced engineers and other technical staff. Works within a peer group of senior technical staff to periodically review technical plans, results, and work products.
  • Recognized within the technical community as an authority in one or more technical specialties. Typically publishes professional and scientific papers and patents.

Knowledge, Skills, and Abilities

  • A passion to serve the customer, which has played out in some customer-facing role like consulting or support
  • Expert knowledge of advanced engineering principles, methods, and techniques in more than one area of expertise.
  • Expert knowledge of relevant tools, equipment, hardware, and software.
  • Ability to develops and apply advanced Radio Frequency engineering theories, methods and research techniques in the investigation and solution of complex technical problems and projects.
  • Excellent experience in advanced technical concepts, techniques, and procedures to lead a project team in the development of technical products.
  • An ability to quickly communicate complex ideas around a technical topic through technical writing and verbal communications
  • Excellent knowledge in Radio Frequency Engineering and Wireless Communications concepts.
  • Excellent knowledge in spectrum allocation (Frequency allocation).
  • Excellent analytical skills
  • Effective organization level communication, presentation, and interpersonal skills
  • Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.
  • A security clearance of an appropriate level may be required after employment.

Technical Experience and Certifications

  • Master's degree in engineering plus 10 to 12 years of relevant work experience. Doctorate degreepreferred. Degree(s) must be in engineering, computer science, mathematics or a related discipline.

Tools Experience

  • VISUALYSE for Satellite Systems Modeling and Analysis

Education

  • Masters of Science in Engineering, Mathematics (Electrical Engineering desired, Ph.D. preferred)
  • This is a full-time, direct hire, W2 position paying a base salary, full benefits, and has possible bonus potential based on merit and performance.

Salary

$130K - $180K
