Job Description

  • Leads Quality reviews of proposals, contracts, regulatory, program and customer requirements ensuring early quality involvement in program development.
  • Develops Quality budget and cost estimates.
  • Represents the Company on industry working groups to develop industry standards and advises senior leadership on development of business strategies that influence directives and policies.
  • Leads multi-function, multi-site groups to develop company directives, policies, processes, procedures and metrics to assure program, contract, customer, regulatory requirements, international standards and working agreements are deployed.
  • Advises multi-function groups on development of processes, procedures and metrics to assure program, contract, customer, regulatory requirements, international standards and working agreements are deployed.
  • Conducts research, compiles and analyzes performance reports and process control statistics to continuously improve process capability.
  • Consults in high level reviews of corrective actions at the enterprise and customer level to assure that trends or systemic issues are identified and advises on development and implementation of preventive or corrective actions. 
  • Develops scope, schedule, plans and leads hardware, software and system level audits to determine compliance with quality management system standards, configuration assurance, related business, regulatory and customer requirements, and reports results to management.
  • Conducts risk analysis to determine audit focus areas.
  • Develops and manages business unit audits plans and schedules.  Performs benchmarking of enterprise best-practices.
  • Analyzes data to provide material review dispositions for complex nonconforming materials, parts and equipment.
  • Works under minimal direction.


This position will support the Chief Pilot – Flight Standards, Regulatory Affairs, and Aviation Security in the execution of Regulatory Affairs tasks.

The Quality Systems Specialist will:

  • Serve as the primary interface between the Office of the Chief Pilot and the Part 142 FAA Training Center Program Manager (TCPM) to include :
  • Maintain FAA regulatory document currencies and update as necessary
  • Interact with the FAA TCPM on issues affecting the Part 142 training operation
  • Develop strategies and documents to obtain satellite campus approvals
  • Author, submit, and track waiver, deviation, and exemption requests
  • Review and comment on FAA Notice of Public Rulemaking documents
  • Serve as the primary interface between the Office of the Chief Pilot and the CASA Australian Part 142 regulatory agency and Australian training campuses to include:
  • Creation and processing of approved training documents and courseware
  • Maintain CASA regulatory document currencies and update as necessary
  • Author, submit, and track waiver, deviation, and exemption requests
  • Interaction with Australian regulatory agencies and campus regulatory focals
  • Advises Flight Services senior leadership team and management on regulatory issues
  • Represent Boeing Flight Services and provide advice on manufacturer training operations/Part 142 training centers on behalf of industry at FAA national meetings in Washington, D.C.
  • Attend aviation training industry symposia and further the objectives of Boeing Flight Services
  • Provide subject matter expertise (SME) and advise to Boeing new airplane program management on training and regulatory requirements for introduction of a new training operation
  • Work in conjunction with the Senior Regulatory Specialists for Europe, Asia, and Australia to align training operations across a global spectrum and reduce the regulatory burden on Boeing
  • Develop and market new strategies to reduce regulatory-based training program costs
  • Support sales, marketing, and program meetings as the regulatory affairs SME and advisor
  • Lead and/or conduct regulatory, flight standards, and quality audits at worldwide campuses
  • Maintain a high level of expertise in existing and proposed FAA and CASA regulatory guidance
  • Maintain Boeing airplane model/instructorqualification as required to support campus inspections

Qualifications
Preferred Qualifications:

Bachelor's degree and typically 10 or more years' related work experience, a Master's degree and typically 8 or more years' related work experience or an equivalent combination of education and experience.

Experience with training systems to include Flight Training Devices and Computer Based Training

Graduate of a Boeing type rating training program or similar military airplane training program

Working knowledge of FAA Part 141 or Part 142 training program requirements and operations


Required Qualifications:

Previous academic and simulator instructor in an FAA Part 142 training program or military equivalent is required.
