Business Development & Sales
The business development and sales team is responsible for implementing Perspecta's growth strategy to include development of a robust pipeline, price-to-win, competitive market research, proposal operations, and ID/IQ program management. These functions are critical to identifying new markets, sustaining the existing customer base, guiding the pursuit of strategic capture opportunities and proposal development.
Perspecta has an immediate need for a Sr Proposal Manager to join our business development organization. This position partners with Business Development/Capture Managers and Sr operations leaders to develop and implement win plans, assess Perspecta’s positioning, and analyze competitor and market environment. The key to success is the ability to organize, direct, and motivate multidiscipline proposal teams to develop strategic and compelling public sector proposals in response to client requests.
Responsible for direct supervision/management of proposal teams. Serves as a thought-leader throughout the proposal development lifecycle. Manages all activities involved in the development and revision of proposals. Acts as a liaison with the Contracts department when support in negotiating contracts is needed. Leads pre-RFP activities, developing schedules, organizes resources, reviews RFP, ensures compliance. Plans, strategizes, and positions proposals, including developing win themes, best value propositions, discriminators, and graphics. Conducts proposal and contract reviews with management. Counsels and serves as main resource on all matters of a proposal nature. Participates in the preparation and submittal of proposals and development of negotiation strategy. Represents company in matters of contract, pricing, or performance reviews as may be conducted by agencies of the federal government. Issues all proposal policies, procedures, methods, operating practices, and functional performance standards to facilitate effective implementation within program objectives and requirements. Evaluates compliance of such policies, practices and standards, and directs corrective action. Acts as the focal point for information requested and presented to governmental agencies.
Supports company growth strategies through the development of superior written and oral presentations and technical demonstrations. Leads multi-disciplinary proposals teams from multiple internal organizations to win work.
Required Education, Training, And Experience
Requires BA/BS with 12 years of experience with at least 4 years of management level responsibility
Incumbent has specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas.
Technical Capability in Microsoft Office Suite
Demonstrated thought-leadership in proposal management best practices
Ability to lead large proposal teams through the proposal development process
Ability to facilitate teams in developing and maturing technical and management solutions
Ability to process information quickly and accurately
Strong interpersonal and communication skills
Organized and heightened attention to detail
Experience running highly complex public sector proposals
Understanding of the FAR and its applicability across the proposal development lifecycle
Excellent writing and editing skills
Flexibility and capability to lead multiple concurrent proposals with tight deadlines
