Job DescriptionCostManager reporting to the Capital Development Group leader within the Office of Facilities Development for NYC Health + Hospitals (H+H), the Cost Manager is responsible to provide systemwide support a well-rounded skill set that includes budget development, cost planning, feasibility studies, cost estimating, conceptual estimating, bid analysis, economic forecasting, milestone reports, change order management, life-cycle cost analysis, contractual interpretation and positioning, value management and all other healthcare construction aspects. We encourage close collaboration leadership and colleagues, such that each benefit from the other's project experience and complementary skill sets ensuring the job is constructed according to the project budget.
General tasks and responsibilities will include:
• Responsible for all capital project cost accounting services
• Provide estimate and cost planning to include producing and presenting the final cost plan at conceptual, programming and detailed level for key client developments and clearly communicate variations to your team by creating valuations and cost reports.
• Maintain liaison with client and other consultants at all projects stages by producing monthly cost reports and presentations to clients;
• Provide leadership and training to estimating, direct-reports as necessary and appropriate;
• Identify improvements for cost estimating and cost management procedures, templates, and products, and refer ideas to leadership;
• Provide input into value engineering and options analysis;
• Ability to perform all aspects of procurement, including managing the pre-qualification stage, produce bid list, bid analysis, produce bid report, and compile contractual documents;
• Assist in the preparation and agreement of final accounts, including the handling of any claims to ensure the best value from works undertaken
• Undertake cost assurance of third-party estimates, report writing and presentation;
• Participate effectively with post contract cost variances and the change control processes;
• Prepare monthly accrual reports as it applies to project delivery group such as project cost status updates including current funding, committed and unbought scope, total expenditures, commitment plan, and cashflow forecast
• Create monthly cost report documentation including current status, spending curve, cost report, change order log, growth rundown curve, and commitment cure.
• Provide benchmarking studies by assisting in feasibility studies and using the application of parametric benchmark cost data, analysis of cost data and presentation of data in reports
• Identify opportunities to develop new business paths at central office or with existing facilities initiatives and report such opportunities to leadership;
• Support team(s) to maintain Change order Logs
• Management and oversight of field driven change requests including identification of change, change log entry, review of cost and schedule impacts, submission of change orders to Project Manager, approval / rejection of change order, and Budget & Time contract amendment as necessary
• Support the settlement of construction disputes/loss and expense claims with transparency
• Foster top performance and growth of employees via leadership
Minimum Qualifications1. Baccalaureate degree from an accredited college or university in Business or Public Administration,
Healthcare Management, Engineering, Social Sciences, Physical Sciences or related discipline; and
2. Six (6) years of progressively responsible experience in project and program management, execution, and
implementation, three (3) years of which must have been in the administration, management and/or
execution of projects and programs of various complexities, including work in health care program planning,
research, design or related area; or
3. Certification in Project Management (e.g., Project Management Professional (PMP) certification, Program
Management Professional (PgMP), Certified Associate in Project Management (CAPM)) and four (4) years
of experience as described in #2 above, two (2) years of which must have been in the administration,
management and/or execution of projects and programs of various complexities, including work in health
care program planning, research, design or related area.
Department PreferencesPreference will be given to qualified candidates with the following knowledge, abilities, education, experience and/or skills:
- 8 years of experience in Project Controls Management as it relates to design/Construction Management and/or Facilities Management.
- Demonstrated proficiency utilizing estimating formats, including Uniformat and CSI Masterformat.
- Demonstrated proficiency utilizing estimating formats, including Uniformat and CSI Masterformat.Bachelor in Engineering, Construction Management with a Technical Focus, Quantity Surveyor, or related technical field (Preferred) or Masters of Science.
- Experience in project management, data analytics & warehousing scheduling & costiing, construction documentation, construction administration, reading drawings and specifications, payment processing, change order processing
- Working knowledge of Finance and Accounting principles
- Directing, planning, scheduling functions, schedule development, cost control, cost engineering, cost estimating cost analysis, and change management
- Strong leadership skills with the ability to successfully direct and motivate a team inclusive of interacting with client personnel.
- May provide technical, cost estimating, and disaster recovery and/or management services while supporting technical professionals
- Knowledge in engineering, procurement, and construction projects in HealthCare Design & Construction.
- Ability to Multi task & work independently on complex project controls issues
- Exceptional problem-solving skills using a combination of technical skills, leadership, teamwork, and people management skills.
- Willingness to learn and grow; detail oriented
- Good Communication Skills with the ability to develop and present management reports in oral, written, and graphic format.
- Broad knowledge of Project Control Systems and processes including leading scheudle processing software, databases and spreadsheet applications (i.e., CostX, Bluebeam, Excel), MS Office Suite, RS Means, Trade Services, Richardsons, Kahua/Procore/E-builder or similar.
