The Senior Program Manager is responsible for the program ownership and oversight of a key digital service provider, partnering with Tufts Health Plan to provide healthcare technology services to our enterprise product line. Services include delivery of participating provider information through online search technology, healthcare cost transparency tools, and a member rewards program. This program is highly complex, requiring oversight of multi-year cross functional initiatives. The Senior Program Manager is responsible for strategic relationship management with the vendor as well as internal stakeholders and is accountable for project management of complex enterprise programs and initiatives, program governance, and creation and management of a strategic program roadmap.
The Senior Program Manager is also responsible for collaborating with the senior leadership, cross functional teams and key partners, clients, and/or alliances to define and execute strategic business programs and initiatives. KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Overall program ownership and management key programs, focusing on both short-term initiatives and long-term strategic direction and objectives for the programs
Management of business implementation project managers and cross-functional operations, processes, and workflows within Tufts HP that support and service the programs involving HealthSparq
Proactive and solutions-oriented management of program operations and integration issues, requiring the ability conceptualize and envision the impact of change, and propose new ways to do business to better meet the needs of the partner/client and Tufts HP
Interface with both internal and external partners/clients to ensure that the program and project goals are met.
Serve as liaison between clients and internal project team. Identify and communicate requests, risks, mitigation plans, and all key project decisions to clients and project team as appropriate.
Highest level program manager for projects applying project management expertise to ensure that workflows, processes, risks, communications, resources, and quality are managed appropriately within Tufts HP to support the organization
Determines needs and defines, plans and directs implementation plan
Identifies risk within the context of the broad project and accurately estimates and plans resource usage accordingly
Ensures that Tufts HP’s established project management tools, processes, standards, and techniques are followed
Exercises judgment to make decisions, or to raise issues to the appropriate level in a timely manner
Evaluates the cost and feasibility of multiple options/alternatives to resolve project issues and to make recommendations on those issues that best meet both program and corporate Tufts HP objectives
Manages project communications and interface with internal and external constituents to ensure that the program and project goals are met
Monitor, control, report and present status of all elements of program and budgets
Support leadership in setting strategic direction, support facilitation of decision making
Develop and maintain a solid and trusting relationship between key vendor contacts and internal stakeholders across the Enterprise
Collaborate with and support all operational areas on issue escalation, decision making, timely resolution and process/work flow improvements
Monitor compliance with contractual operational performance and reporting requirements
Identify improvement areas internally as well as perform closely with all internal and external stakeholders to prepare solutions
Develop and lead the execution of an organizational implementation strategy that delivers the highest quality and satisfaction for internal and external customers
Serve as the centralized point of contact for program related projects, issue resolution and facilitating decision making
Lead regular cross functional informational or working meetings, including effective agenda planning, facilitation, and tracking/follow up on deliverables until closed.
EDUCATION: (Minimum education & certifications required)
Requires a Bachelor’s Degree with a Master’s degree preferred
EXPERIENCE: (Years of experience)
10 or more year’s business or industry experience. 8 + years of program management experience, including leading the most cross -functional high-level initiatives.
Significant business process and project management experience related to the implementation of healthcare insurance business applications and products using industry-standard project and program management tools and techniques with established track record.
A proven ability to meet deadlines is also required.
