Develop and manage programmatic initiatives related to the NEAT initiative in Baltimore. Develop and lead implementation of vision and strategy for NEAT efforts. This will include business planning and financial sustainability planning. Manage relationships with partners, including affordable housing developers, government officials, lenders, education/health/economic mobility stakeholders. Actively collaborate with Enterprise business lines and technical support platforms to identify new opportunities to market Enterprise’s full range of products and technical services to existing and new customers and partners. Prepare and present funding proposals to support NEAT and related efforts as well as manage funder relationships; prepare progress and activity reports as required by internal customers and funders; Develop and manage project budgets; Represent Enterprise at external events and by serving on external boards, working groups and commissions. Work will include looking for connections between major public initiatives like 21st Century Schools efforts and the connections that make for enhanced educational outcomes for low income residents in targeted neighborhoods.
Other duties will include assisting local partners with efforts related to Enterprise’s “opportunity pathways” work (education, economic mobility, health and transit); working with other Enterprise staff with additional efforts in Baltimore and the larger region, including capacity building for affordable housing and community development organizations, expansion of Enterprise’s Faith-Based Development Initiative and efforts related to ending homelessness. There will also be work involving the review of grant applications made to Enterprise by local nonprofits and assisting with provision of technical assistance.
Undergraduate degree and at least eight (8) years of experience in relevant affordable housing, community development, government, banking and finance, nonprofit, or real estate development experience; graduate degree may substitute for up to four (4) years of experience. Experience in affordable housing development, community development and/or finance and familiarity with the affordable housing/community development field. Extensive knowledge of Baltimore community development, education, health and economic mobility ecosystem is preferred. Experience with nonprofit organizational development and delivery of technical assistance and/or experience with real estate development is a benefit.
