SAIC is seeking a qualified Senior Program Analyst to provide Assistance and Advisory Support (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Warfighter Integration Division (RD CBW). The candidate will serve as a Senior Analyst for the CBW Division and provide subject matter expertise and project management support to the client.
The qualified candidate will:
Provide technical and programmatic A&AS support to DTRA Joint Science and Technology Office (JSTO);
Provide warfighter engagement and strategy planning SME and project management support;
Assist in managing an S&T program designed to expose scientists to warfighter challenges during exercises and field training events.
Assist the client with performing duties in the execution of the mission of the Joint Technology Advancement Team and the JSTO technology development process from concept through user assessment of technology maturation to operational demonstration;
Track, advise, and assist with Joint Technology Advancement Team acquisition strategy and program execution.
Advise the client in defining and prioritizing science and technology efforts based on input from the Joint Requirements Office (JRO) for CBRN Defense, Joint Program Executive Office for CB Defense, and Combatant Commands;
Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to internal and external audiences;
Provide JSTO liaison support to the JRO for monitoring all Integrated Concept Team (ICT) meetings, CWMD working groups, and Joint Threat Coordination Group meetings.
Attend meetings hosted by the DoD CBRN Enterprise organizations, drafts meeting reports and informs client of issues needing JSTO involvement.
Draft presentations and informational papers for senior DTRA staff on the status of current and future projects and initiatives;
Perform discrete, special interest efforts to solve problems and complete studies.
Review CBRN defense capability documents drafted by the Joint Chiefs of Staff to ensure key performance perimeters meet the needs of the warfighter and assist in determining how science and technology efforts can help achieve capability requirements identified in these documents
Education & Experience:
Bachelors in a scientific field (Biology, Chemistry, Physics, etc), and six (6)years of experience
Master’s Degree in a scientific field (Biology, Chemistry, Physics, etc) and four (4) years of experience
At least five (5) years of experience with Chemical or Biological warfare defense (CWMD)(CBRNE), military or civilian;
Experience with DoD acquisition;
High-level proficiency in technical writing;
Ability to learn quickly and adapt to ever-changing tasks, assignments, and requests;
Ability to prepare formal documents and briefings of a technical and programmatic nature;
Ability to communicate goals and objectives to senior members of the government;
Ability to lead work independently and in a team.
Active / current DoD Secret clearance
Active / current DoD TS clearance
Formal training in DoD acquisition
Research, development, test and evaluation (RDT&E) experience in chemical and biological warfare defense
Certified and current Project Management Professional.
