The Senior Policy Advisor for Government and Regulatory Affairs is a subject matter expert and plays a key role in developing and driving forward Blue Cross Blue Shield of Massachusetts’s Federal and National Affairs strategy. The Advisor identifies policy issues, analyzes these policies, develops executive-level materials, and presents implications to senior and C-suite-level leaders to inform BCBSMA corporate strategy. The Senior Policy Advisor acts as a strategic advisor by identifying emerging policy issues that may impact the business or have implications for the Company and its role in the community.

Major Responsibilities:  

  • Responsible for leading the analysis of regulations and legislation, as well as the development of BCBSMA’s advocacy approach, for several areas of Federal public policy
  • Analyze and evaluate national and federal public policy, legislation and regulation that impacts BCBSMA, our customers,  and Massachusetts by identifying the implications and conclusions
  • Collaborate with the State Affairs Team to ensure BCBSMA develops and implements a coordinated Federal and State strategy
  • Gather input in a systematic fashion from business leaders to determine business impacts of policy issues so as to identify opportunities, challenges, mitigating solutions, and strategies to achieve effective consideration of BCBSMA’s perspective during the legislative and regulatory process
  • Effectively communicate public policy and legislative and regulatory developments to different constituencies throughout the Company, including C-Suite level leaders, in a manner that is relevant to business areas as well as defining “so-what” implications

Qualifications:  

  • Advanced analytic skills, including ability to synthesize and analyze information from multiple sources into concise summaries
  • Demonstrated knowledge and understanding of the health care and health insurance industry
  • Demonstrated verbal and written communication skills; ability to present information in a concise manner, including at the executive level  
  • Strong relationship management skills
  • Demonstrated project planning and implementation management skills

Education/Relevant Experience:  

  • BA/BS required; JD or advanced degree in related field preferred
  • Minimum of three years of federal experience in either the executive, legislative or judicial branch with a focus on federal/national issues
  • Minimum of ten years progressive experience in preferably in healthcare or public policy
