Senior Military Analyst with the following responsibilities:

Review and analyze identified and projected Network Capability Sets (CSs) (both Operational and Institutional) to assess the CSs impact on units, the Training Base, and Training Support Systems (TSS). Draft and deliver report, in a format to be determined by the government lead but may include, MS Word Document, MS Excel spreadsheet, covering all items listed below for CS that covers a four year timespan, from current year plus 3 additional years that addresses hardware, software, training, training resources, and infrastructure to provide identified proposed adjustments to -

  • Training and training resources in the training base (TRADOC CoEs, Mission Training Centers, and Combat Training Centers). Includes potential changes to training strategies and Programs of Instruction. Also perform adjustments to existing/planned Home Station training enablers.
  • Impacted unit training strategies
  • The Integrated Training Environment (ITE) to provide mission command and network training. Includes potential changes in training simulations and devices.
  • Required Institutional CS to fully enable the ITE
  • Institutional and operational CS to maintain alignment with the training base
  • Operational/Installation architectures

Make recommendations for participation in a NIE/JWA in order to mitigate issues with fielding of the various CS.  Review and analyze new and emerging CS designs to determine TRADOC training requirements in how the CS is trained along with change in the training, changes in instructional training and collective training to include any synchronization issues with the training.  Draft and deliver a TRADOC Training requirement document (CS Design) proposed list of consolidating all of these changes along with any their implementation timelines and plans.  Support Element to Joint Modernization Command (JMC). Establish liaison coordination with JMC for participation in planning and exercises/assessments to ensure the accurate representation of Army Mission Command capabilities, concepts and functions as well as identify current and emerging issues. Contractor shall establish with JMC points of contact for other CAC and MCCoE organizations working JMC Network Integration Evaluation (NIE)/ Joint Warfighting Assessment (JWA) issues. Participate in Weekly MCCoE Director’s Synchronization Meeting (DSM).  Monitor the proceedings for information that might influence/inform work at JMC and provide information to MCCoE concerning significant JMC/NIE/JWA events/issues. Inform the senior leadership, staff, and subordinate organizations of MCCoE with anything significant on JMC’s schedule, JMC meeting outcomes and findings, JMC priorities, and current status of operations and actions. Support collaboration and integration of MC Coe and JMC with operational and generating forces. Perform Interface / Participate with JMC. Participate in planning, preparation, execution, and follow-up with JMC and other JMC-related organizations in support of NIE/JWA events to ensure the accurate representation of Army Mission Command capabilities and functions. Access, track, and answer MCCoE Request For Information (RFI). Provide a CAC/MCCoE roles and information overview brief via Microsoft PowerPoint that will be briefed to JMC and on-site TRIAD team members as appropriate via Microsoft PowerPoint. Review all new information systems requirement documents to ensure Common Operation Environment (COE) compliance, synchronization of language and definitions. Draft and recommend to the government lead, using a Comment Resolutions Matrix (CRM), potential conflicting requirements and repetitive requirements between documents relating to COE. Provide the CRM with recommended changes for each document reviewed. Provide feedback utilizing track changes on a Word document to the Government lead for review before submitting to the document writing teams.

Bachelor's degree with CGSC Graduate or a Masters Degree
Active Secret clearance
5+ years’ experience with TRADOC and JCIDS
Three or more years of military experience and the requisite skills for the JCIDS process and development of requirements documents
Twelve (12) years of military service experience and may include a combination of operations, logistics, technical, or administrative responsibilities.
Proficient in MS Word, Excel, and PowerPoint
Experience with TRADOC and JCIDS.
Working knowledge of Army Battle Command Systems
Working knowledge of the Training Development Capability (TDC)
