Fermilab is America’s world-class laboratory for particle physics and accelerator research, funded by the U.S. Department of Energy. The Fermilab Workforce Development and Resources Section (WDRS) provides vital services to laboratory employees and users in support of Fermilab’s operations and mission. Departments include: Compensation, Benefits/Wellness, Talent Acquisition, Global Services and Professional Development and Learning.
Fermilab seeks a Senior Manager, Talent Management. Reporting directly to the Chief Human Resources Officer (CHRO), under general direction and consistent with Laboratory policies, Department of Energy Orders, and State and Federal laws, responsible for driving the design, development, implementation and adoption of enterprise-wide talent management programs, tools, and processes including Talent Assessment, Succession Planning, Performance Management, Employee Engagement, Workforce Planning, and Workforce Relations. Manages the HR Partner team and works closely with Laboratory leaders to identify strategic talent needs and deliver innovative solutions.
Deliver the talent management strategy through the HR Partner team to drive talent processes and programs including performance management, career development, succession planning, talent review and workforce planning efforts.
Partner with Laboratory leadership teams to embed succession planning and bench strength initiatives.
Assist in workforce planning initiatives, assessing internal capability and corresponding career and development paths across the Laboratory.
Collaborate with other HR managers to design and implement innovative solutions to make Fermilab a great place to work.
Create and maintain key metrics and organizational assessment data that create insights to drive improvement and inform talent and employee engagement strategies.
Assist HR Partner team with complex workforce relations events and investigations, employment policy development and interpretation and maintaining effective employee and labor relations across the Laboratory.
Manage all human resources actions for the HR Partner team including hiring, promotions, performance and merit reviews, disciplinary actions and terminations, as may be appropriate.
Serve as Senior HR Partner fulfilling all human resources actions for the senior leadership team including but not limited to onboarding, promotions, performance and merit reviews, investigations, disciplinary actions and terminations, as appropriate.
Partner with the Equity, Diversity & Inclusion team and peer Human Resources teams to drive change across the organization.
Serve as SME for business requirements for Talent Management modules in the Human Capital Management system.
Manage employee engagement and other pulse surveys for the organization.
Abide by and be responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.
Perform other duties as assigned by supervisor.

We Are Looking For
Bachelor’s Degree with a minimum of ten (10) years of experience in Talent, Organizational Development, Human Capital, or Human Resources; Master’s degree is preferred. PHR or SPHR is preferred. Minimum seven (7) years of senior level supervisory experience.
Contributes effectively within a diverse workforce and upholds Fermilab’s commitment to equity, diversity, and inclusion.
Prior experience in talent management, including employee development plans.
Prior experience in employee engagement and initiatives to raise engagement and retention efforts.
In-depth knowledge of federal and state employment and laws, labor laws.
Demonstrated experience with investigating workforce relations issues to include conduct and performance management in a matrixed organization.
Demonstrated ability to cultivate strategic partnerships, work collaboratively with multiple stakeholders, including direct reports and Human Resources colleagues, senior leaders, and internal/external counsel to develop and implement sound, balanced, and thorough solutions.
High emotional intelligence and strong interpersonal skills with a track record of influencing and providing consultative guidance to direct reports, employees, managers and senior leaders regarding complex organizational issues.
Ability to handle highly sensitive information with absolute confidentiality and professionalism.
Experience using data to identify insights that drive action.
Strong written, verbal communication skills; strong presenting, editing and visual design skills.
Advanced proficiency with Microsoft Office Suite.
Intermediate proficiency using Workday Human Capital Management System.
Labor relations experience is a plus.
