Chemonics seeks a Senior Manager, Recruitment Business Partner to join our Global Health Supply Chain Office (GHSCO) in Arlington, VA. The Recruitment Business Partners, in collaboration with the Human Resources Business Partners, promotes an enabling environment that attracts, hires and retains qualified candidates for the organization.   The Senior Manager leads the recruitment within assigned divisions and portfolios to attract candidates and enhance the company’s competitive advantage in the marketplace.This includes adhering to compliant recruitment procedures, developing tools and resources for staff, and assisting with training design, as required, to enhance capacity building throughout the office.   • Works in partnership with hiring departments to determine hiring needs, candidate matches and demands of positions
  • Creates and implements a sourcing strategy for assigned divisions and country portfolios to help meet current staffing needs and build a pipeline for future roles
  • Adheres to the contractual limitations of the Global Health Supply Chain- Procurement Supply Management (GHSC-PSM) project and other projects within GHSCO; drafts, reviews, and submits formal communication and approval documents to USAID
  • Works closely with the compensation and benefits team to level new position descriptions and determine appropriate salary ranges while ensuring consistency with Chemonics policies and procedures
  • Manages client expectations by providing status updates, plans of action, or needed resources to ensure strong client relations and customer service
  • Oversees the creation and management of home office requisitions for positions in the assigned portfolio
  • Maintains and expands technical knowledge in human resources/recruitment discipline and international development by attending workshops, reviewing professional publications, establishing personal networks, and participating in professional societies
  • Coordinates with home office outreach team, to include networking events, information sessions, and informational interviews
  • Works in conjunction with new business staff to understand and better respond to clients’ needs, continually promoting outstanding client service
  • Assists with developing and delivering training to staff on compliant home office and international recruitment practices
  • Helps facilitate new hire onboarding, conducts new employee orientation and exit interviews when needed
  • Work with Senior HR Business Partner to support the development of a GHSCO recruitment team strategy, help meet current staffing needs, and build a pipeline for future roles
  • Provides input as part of the recruitment team for strategies to streamline systems for effectiveness and efficiency in recruitment processes
  • Mentors direct reports on best practices in home office and USAID proposal and field recruitment; including sourcing candidates, negotiating salaries, and verifying Biodatas
  • Provide subject matter expertise as Senior Recruitment Manager to the recruitment team and GHSCO HR team
  • Performs other duties and responsibilities as required


  • Minimum 4years of recruitment or progressive human resources experience, with at least two years’ international experiencepreferred
  • Bachelor’s degreerequired and HR certification preferred
  • USAID proposal and/or project recruitment experiencerequired
  • Knowledge of company’s main client, USAID and its operations, required
  • Management and supervisory experiencerequired
  • Proven capability to communicate clearly and concisely, both written and verbal in a diverse business environment
  • Ability to work well under pressure with tight deadlines
  • Ability to build trusting relationships and collaboration with clients and influence positive outcomes
  • Flexibility in daily schedule to accommodate clients and respond proactively and effectively to needs
  • Demonstrated ability to interpret and applyinternational labor codes and create and develop sound HR program
  • Experience living or working in developing countries preferred
  • Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments
  • Knowledge of MS Office and applicant tracking system (ATS) required; experience with Taleo, preferred
  • Language proficiency in French or Spanish preferred
