FLIR System’s Global Trade Compliance (“GTC”) organization is seeking a Senior Manager of Commercial Licensing. This senior level position will be responsible for providing guidance to business segments at multiple locations on all areas of U.S. export/import licensing regulations including, but not limited to, Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR). Position will manage Global Trade Analysts to ensure that appropriate export approvals are obtained in a timely manner to support FLIR’s international business requirements.
This position reports to the Senior Director, Global Export Licensing.
Prepares, reviews and submits export authorizations (licenses and agreements) to the and U.S. Department of Commerce, Bureau of Industry & Security (BIS) and the U.S. Department of State, Directorate of Defense Trade Controls (DDTC). Leads internal (peer) reviews of draft export authorization application packages to ensure consistency with USG guidelines & regulations as well as internal processes, policies and templates prior to submission. Provides strategic export guidance and advice to multiple functions (e.g., business development, sales operations and contracts) at designated FLIR business segments in multiple locations. Establishes export licensing metrics; prepares and distributes license status and other reports to senior leadership and other key stakeholders. Engages with and/or attends meetings with U.S. Government (USG) personnel to resolve licensing issues/questions, pro-actively socialize complex submissions and assist on technical release initiatives. Presents export licensing and compliance training to a variety of internal stakeholders. Supports Compliance initiatives related to the development & implementation of procedures, desk instructions and tools; internal/external audits, investigations & disclosures as well as tracking and closing of any resulting corrective actions.
Required Qualifications & Skills
Bachelor’s Degree and a minimum of 10-12 years of related work experience in U.S. export licensing & compliance.
Ability to communicate clear and consistent guidance on licensing requirements
Ability to collaborate with different stakeholders to develop effective strategies to facilitate international business
Ability to lead team to effectively and efficiently obtain necessary export authorizations
Proven record of success in working with applicable USG Agencies (BIS, DDTC, DTSA, etc.).
Computer literacy, including proficiency in Microsoft Office products, Export-Import and Global Trade tools and programs including SNAP-R, D-Trade, and OCR Ease.
Ability to travel domestically and internationally, as needed.
Licensing experience with CCL Category 6 thermal imaging equipment and USML Cat XI thermal and NV
Proven record of success in working with Government Agencies (BIS, DDTC, DTSA, etc.).
Proactive, well organized temperament with ability to effectively manage volume and prioritize accordingly.
Current DoD “Secret” Clearance or ability to obtain one a plus.
