The Department of Global Health (DGH) has an outstanding opportunity for a full-time Senior Manager for Human Resources who will oversee Human Resources for faculty, staff, and academic and non-academic student employees. This position is charged with developing innovative processes, streamlining procedures and developing technological tools that enhance HR operations. It is expected that this position will develop and sustain outstanding relationships and efficiencies by acting as a liaison between the Department, the Schools of Medicine and Public Health and UW Central Administration. Work in DGH includes and effects people in 93 countries so the cultural sensitivities are enormous. The person in this position needs to be able to thrive in this environment in order to be successful. This position directly supervises an HR Manager and Academic HR Manager (1.0 FTE each) and a 0.25 FTE HR Assistant.
The Staff Human Resources work is fast paced and complex. This will require a working knowledge and understanding of recruitment and compensation, leave management, and performance management (in both the UW School of Medicine and UW School of Public Health) and will apply knowledge of University policies and procedures to ensure department compliance.
The Academic Affairs work is deadline driven with each project involving and effecting individuals from different perspectives, including incoming, annually-appointed, and regular (permanent) faculty members, the DGH Chair, DGH Vice Chair, DGH Director, and Center, Program and Initiative (CPI) Directors.

40% Staff Human Resource Management
Recruitment and Compensation
Provide Departmental review/approval of new positions (including those of all the centers)
Oversee staff recruitment processes for professional staff, classified staff, students and temporary appointments.
Provide guidance to hiring managers on standard hiring and interview processes.
Provide counsel on position allocation, reclassifications, position reviews and promotions. Based on an exceptional knowledge of sound compensation practices, review requests for salary adjustments – temporary and permanent – and advise managers on best course of action.
Leave Management and Performance Management
Oversee leave administration through the department. Advise managers and staff on leave use and parameters. Ensure consistency of leave interpretation and application throughout department.
Assist the organization and individual staff members in achieving strategic goals and personal and professional development objectives
Orchestrate annual performance evaluation and merit process completion for all staff. Assure compliance with HR processes
Develop relationships with staff members and become someone who is sought after for advice and counsel on challenging human resources, cultural and organizational issues
Policies and Procedures
Advise staff and faculty on University and Employment union rules and regulations on staff hiring decisions, lay-off, and disciplinary actions. Work with staff and faculty to ensure a position outcome to work performance issues by coordinating training and soliciting communication and input.
Interpret personnel policies and procedures (i.e. Washington Administrative Code, Family Medical Leave use, grievances, performance issues, corrective disciplinary action and layoff procedures.
Develop and implement department policies in coordination with UW policies and procedures and state and federal laws related to Human Resources
Serve as department champion for the HR/P effort. Help ensure that the department has the information and tools to be successful upon implementation. Activities will include communications, process analysis, testing and training.
40% Academic Human Resource Management
Advisor to Departmental Leadership in Developing and Sustaining the Academic Human Resources Program
Content expert on complex UW, Federal and State policies and procedures including compliance review
Responsible for privileged and highly confidential information and trusted to act upon this information timely, accurately and thoroughly
Represents Academic Human Resources at monthly faculty meetings
Advises the Vice Chair and Director about faculty appointment options from approximately 18 available titles each with unique expectations and terms
Edit and update Departmental Appointment and Promotions Criteria to insure compliance with the Schools of Medicine and Public Health and University policy
Develop technological tools to optimally process annual faculty appointment and promotion functions
Interpret UW faculty policies and translate into web/database interfaces
Organize and implement new automated tracking systems including training Center, Program and Initiative directors and staff in their use to achieve department wide consistency and compliance
Manager of New and Continuing Appointments and Promotions
Guide Chair, Vice Chair and Center, Program and Initiative (CPI) Directors on academic faculty recruitments and evaluation tools
Research salary funding sources
Oversee the draft of letters for the Chair’s signature including offer letters, proposal and approval letters to the Dean of the School of Medicine and/or the Dean of the School of Public Health, concurrence letters to Chairs of other UW departments and other documents as requested
Oversee the coordination of approximately 50 new faculty appointments/year, 10 senior fellow appointments/year, 25 regular faculty recruitments/year
Oversee the recruitment and hiring process of Academic Student Employees. On average of 60 appointments a quarter. Consult with HR Manager, hiring managers and students if questions arise around their appointment parameters
Work closely with new faculty members and Deans’ offices to ensure all initial faculty appointments are completed accurately and submitted for processing in a timely manner
Work closely with the International Office regarding visas
Oversee annual reappointments of “annual” faculty
10% Labor Relations, Compliance oversight, Policy Advise/Interpretation
This position will have expertise in the UW Faculty Code and UW, SoM and SPH Departmental personnel policies and procedures. Advise the Department Chair and Director regarding appropriate steps to investigate and resolve academic and staff complaints and grievances
Serve as Departmental liaison with University Academic Human Resources, Staff Human Resource Consultant and Dean’s office Human Resources. Recommend and implement mediation, performance feedback and/or professional coaching, ad hoc committees, as appropriate. Advise the Department Chair, Vice Chair, Director of Finance and Administration regarding appropriate steps to investigate and resolve faculty, fellow, academic student employees, and staff complaints and grievances. Recommend and implement mediation, correction/disciplinary action and/or training as appropriate.
Under general direction of Department Chair, Vice Chair, Director of Finance and Administration assess need to investigate issues related to performance and professionalism. Examples include but are not limited to:
-Advising faculty leaders, supervisors, managers on issues related to performance management – investigations, assessment, and recommended action (coaching engagements: recommend, track, manage, etc.)
-Assess need for personnel policy guidance beyond department and interface with School of Medicine and School of Public Health offices as needed
-Disability assessment/accommodation for faculty and staff: working with UW offices as necessary; serving as a resource keeping all stakeholders informed and engaged as necessary.
10% Supervise Employees
Interview, hire, train, set goals and expectations, review and evaluate performance. Determine appropriate training and development and where necessary disciplinary action. Provide cross-training to ensure back-up systems are in place. Responsible for day to day Human Resource operations across the department. Will ensure human resource activity is addressed effectively, timely and in compliance with University policy.
Effectively manage a team of professionals, oversee the team, help prioritize tasks for the team, project manage all activities, and maintain a task management system including timelines, dependencies, deliverables and threats.
Bachelor’s degree in Human Resources Management, Business Administration, Communications, Education, or related field.
4-5 years of increasingly responsible HR experience including knowledge of HR policies, procedures, principles and practices in areas including recruitment, retention, compensation, labor relations, supervision, progressive discipline, layoff, corrective action
Excellent written and verbal communication skills, and strong interpersonal skills; ability to maintain a professional demeanor at all times and communicate effectively at all levels within an organization; exhibit a proactive, service-oriented manner and ability to deal effectively with a diverse population.
Demonstrated experience building, managing, and enhancing complex working relationships with internal and external entities and strong interpersonal communication skills in order to document policies, provide advice, and influence decision making
Ability to research and synthesize information and communicate it effectively to lay audiences in verbal and written form
Ability to handle confidential information with tact, discretion, and diplomacy, and to maintain strict confidentiality
Strong demonstrated organization, initiative, and follow-through including the ability to work independently and as part of a team to manage priorities, multi-task, problem solve and design solutions, ensure accuracy and timeliness, and exercise good judgment in a complex, dynamic, and deadline-driven environment

Professional level competency with an HR/Payroll system and MS Office applications, e.g, Word, Excel, Access, Outlook, and ability to learn new software applications as necessary to do the job
Knowledge of Washington State employment law
Prior experience with faculty and staff appointments in an academic setting
Knowledge and experience with Workday (UW HR/Payroll system)
Experience working with both Union and Non-Union employees
