Job Purpose

The Senior Manager - Crime Prevention is responsible for deterring crime on a larger scale by: developing strategic security plans for the Canadian Branch Network, such as threat based enhanced physical security measures or through the application of crime prevention through environmental design.

The role is responsible to mitigate physical risk to bank staff, customers, assets, and facilitates across the Canadian Branch Network. This includes continuity to the Protective Services (PS) program as the center of excellence for enterprise wide physical security.

Key Accountabilities

1. Crime Prevention Programs/Staff Training and Awareness: 

  • Develop and implement best practices for the conduct of training and awareness programs regarding physical securitythreats under the direction of the Senior Manager, Crime Prevention. 
  • Ensure the sufficiency and accuracy of the content of national security training programs.
  • Continuously innovate and improve the delivery means for security training programs by providing recommendations to the Senior Manager, Crime Prevention.
  • Through continued exposure to security training and awareness programs, help foster an improved security culture across the Canadian Branch Network.
  • Be accessible to staff and customers to address security related concerns and provide sound advice in accordance with PS security standards.
  • Remain current at all times with respect to criminal trends impacting the Canadian Branch Network, rapidly engage with relevant stakeholders both internal/external to ensure the security strategy being deployed remains relevant, effective and best in class. 
  • Develop and implement a best in class crime prevention program and security awareness training program. Consistently monitor progress and training effectiveness, while providing detailed program reporting to the Director, Protective Services.
  • Develop and implement a crime prevention strategy providing security support to the Canadian Branch Network utilizing a threat based methodology. 

2. Rapid Mobilization/Critical Incident Response:

  • Mobilize rapidly across Canada to support critical incidents and provide security oversight to staff, customers and law enforcement agencies.
  • Provide clear and concise direction to staff, customers and community partners in response to critical incidents.
  • Proactively identify criminal trends and develop security strategies to deter serial (repeat) activity.
  • Effectively manage, communicate and escalate critical information and situational updates to stakeholders and/or senior leadership.  
  • Mobilize rapidly to proactively develop and implement a security strategy to mitigate an emerging or active criminal event/trend.

3. Physical Risk Assessment: 

  • In conjunction with PS Operations, conduct Physical SecurityRisk Assessments (PSRA) of Canadian branch facilities as required and provide recommendations to the approving Risk Authority for such assessments.
  • Ensure that recommendations stemming from assessments are captured centrally, reported to line management in a timely and appropriate manner, and tracked until resolution.
  • Support other business line initiatives through the provision of physical security subject matter expertise and risk assessment.

4. Incident Management and Response: 

  • Respond to highly complex security incidents across Canada, including incidents of terrorism, civil unrest, and natural disaster or criminal attack against the bank which affect staff, customers, assets or facilities, in order to limit loss and mitigate risk.
  • Write concise, timely escalation reports regarding incidents to inform key stakeholders.
  • Conduct appropriate after-action reviews post-incident, and ensure that findings from this process are provided to Senior Manager, Crime Prevention for integration into future activities.

5. Physical Security Operating Procedures: 

  • Contribute to physical securityrisk procedures, under the direction of Senior Manager, Crime Prevention, for use by enterprise security staff, which align their activities with a central model, are appropriate for the working environment, and which consider differing threat, regulatory and legal environments.
  • Contribute to the implementation of physical risk methodologies and procedures, ensuring that Protective Services staff utilize them effectively and appropriately to identify, report and mitigate risk to the bank.

6. Project Management:

  • Plan, coordinate and execute approved physical security-related projects within the Canadian Branch Network. 
  • Identify key stakeholder requirements, establish success criteria and develop project proposals, charters and business cases as required.
  • Drive project execution to achieve planned milestones until completion.
  • Conduct after action reviews after key milestones and at project conclusion to capture lesson’s learned and ensure relevant findings are integrated into future project plans.

7. Team Performance: 

  • Contribute to the development of Crime Prevention staff in assigned areas of responsibility in order to ensure the overall success of the department.
  • Contribute to the development of high level plans for the achievement of the Unit’s future goals that involve multiple business lines/regions.
  • Promote and foster a positive working environment for staff development.
  • Responsible for developing the annual performance objectives of the Crime Prevention Team.
  • Responsible for the tracking of team performance against annual performance goals/objectives and reporting regularly to the Director, Protective Services.

8.Counter Surveillance:

  • Assist as required in supporting counter surveillance initiatives being executed across the Canadian Branch Network.
  • Rapidly adapt and incorporate relevant counter surveillance findings into staff training and awareness initiatives.
  • Maintain constant visibility on active counter surveillance initiatives/operations to minimize impact/disruption.
  • Provide counter surveillance operators with relevant security intelligence stemming from crime prevention initiatives.

Functional Competencies

  • Minimum of 8-10 years of experience within a corporate or government security department or organization with similar complexity to Scotiabank’s Canadian operations.
  • Experience leading high performance teams.
  • Experience in operational planning and execution.
  • Experience in developing highly complex and adaptive security strategies.
  • Experience in the research, development and implementation of best in class security training and awareness programs.    
  • Law enforcementexperience considered an asset.
  • Financial industry physical securityexperience considered an asset
  • Familiarity with physical security measures, current innovations/technologies and applications
  • Familiarity and working experience in the application of Crime Prevention through Environmental Design.


  • Bachelor’s Degree in Most Liberal Arts degree i.e. Poli Sci, Risk Management, Business, Military Studies, Justice, Police and Development Studies etc.
  • High degree of fluency in English required; French/Spanish desirable.
  • Certified Protection Professional (CPP), Crime Prevention through Environmental Design (CPTED) considered assets.
  • Professional security accreditation such as ASIS considered an asset.
