Position Summary

Senior Engineering Technical Manager

Interpersonal/Leadership Skills:

Demonstrates ability to:

  • Effectively communicate with all team members including client, PM, design staff and subconsultants.
  • Sets a good example for the design team and has their respect and trust in the DMs leadership. Exemplifies how Discipline Leads should behave (e.g. uses checklists, tools, schedules, budget)
  • Can keep the design team focused on the tasks at hand and insulates them from the inertia and other distracting aspects of the project that may cause them to lose focus and as a result decrease the design efficiency.
  • Develops relationships with the client and PM to gain their trust and approval on decisions the DM makes.
  • Provides an appropriate level of customer service for both their external and internal clients (the Jacobs PM).
  • Demonstrates a self-awareness about how their decisions and attitude can impact the team members and the success of a project.
  • Proven ability to make and communicate tough decisions timely.

Project Planning and Controls

Demonstrates ability to:

  • Construct a clear and attainable plan to perform the work scoped.
  • Prepare, maintain and execute a Project Execution Plan.
  • Obtain staff endorsement of Project Execution Plan
  • Prepare and lead team chartering sessions both internally for design and quality teams and, if appropriate, attend with PM and client
  • Develop/work with Project Controls to develop a schedule that meets the project deadlines and provides adequate time for design coordination and quality control reviews.
  • Working with Project Controls, monitor project performance against the established budgets to identify and implement corrective and/or optimization actions.
  • Develop staff plan and monitor staff levels through life of project to meet both schedule and budget constraints.
  • Provide EACs to PM on design tasks monthly.

Project Financial Management

Demonstrates ability to:

  • Lead the pricing of the design and staffing component of a proposal
  • Review and endorse the cost of a project based on the identified scope of work.
  • Understand the difference between the direct cost budget of a project and the revenue cost of the project.
  • Understand the contract terms and conditions, and costing models and how the different models impact the probability of a project. (i.e. a lump sum vs. a per diem vs. a raw labor multiplier)
  • Has the understanding to develop staffing plans based on the cost model of a given project.
  • Has the ability and leadership to develop and maintain, in conjunction with the project controls group, a strong and accurate project controls schedule and budget tool for the project
  • Understands when there is a need for a low cost delivery approach to a project and the ability to implement it.
  • Use endorsed design WBS.

Scope/Change Management

Demonstrates ability to:

  • Identify potential/real changes and implement management, mitigation and/or optimization actions best practices tools and processes.
  • Has the ability to differentiate between required scope changes and personal preferences
  • Clearly communicates with PM out of scope work.

Project Risk & Opportunity Management

Demonstrates ability to:

  • Identify potential design risk and implement a risk mitigation strategy using risk register.
  • Identify and leverage potential opportunities to de-risk the project.

Functional/Technical Competence

Demonstrates ability to:

  • Has an ability to lead project audits and lessons learned session
  • Understands and implements project delivery tools and multi-discipline design.
  • Participates as a team member in the DM practice and maintains skill and knowledge of DM tools and programs.
  • Leads the coordination required between the disciplines for a complete and thoroughly coordinated project.
  • Manage the design team to keep their focus on the project deliverables and schedule.
  • Review and endorse design team selection to ensure appropriate level of experience is applied to the project.
  • Ensure proper QA/QC is applied to design. Continuously ensures that QCR involvement takes place and not just at milestone deliverables
  • Ability to mentor junior staff and future DMs.
  • Ability to translate the design process and its requirements to the PM and Client.
  • Understand the roles of a PM and provide assistance as needed on the PM duties.
  • Close design project and complete post mortem timely.

Process & Tool Application & Development

Demonstrates ability to:

  • Leverage processes and tools for the right purpose
  • Understands how and when to use the appropriate processes and tools
  • Provides appropriate feedback on processes and tools


  • B.S. degree in an engineering discipline
  • Professional Engineering (PE) License
  • 15 years managing multi-discipline projects in the water/wastewater market
  • Proficiency with Microsoft Office Suite
  • Adept at interpersonal relationship building, conflict resolution and participating in diverse teams
  • Excellent oral and written communication skills, self-motivation, team-oriented work practices and strong technical problem-solving skills
