The Health Department is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health, using grant funds from the Centers for Disease Control and Prevention (CDC). Investments and improvements through this initiative will help modernize the Health Department's foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant, but work will be supervised by the Health Department.
This is a grant-funded position ending in November 2027.Division overview:The Center for Health Equity and Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well-being of New Yorkers. CHECW is a division of the NYC Department of Health and Mental Hygiene, and this position will be placed at the Health Department through a partnership with FPHNYC. This division is also responsible for advancing Race to Justice, the agency's internal reform initiative to transform the agency into an anti-racist organization.
Race to Justice aims to promote justice and build capacity within the agency to improve health outcomes for all New Yorkers by:
- Building staff awareness of how racism and other systems of oppression operate within institutions and building skills to address how these systems shape health inequities.
- Examining how structural racism and other systems of oppression impact the Health Department's work, decisions, interactions, and priorities, and implementing policies and practices to mitigate these impacts.
- Strengthening collaborations with New York City's communities to counter racism and other oppressive systems, with the knowledge that institutions, including the Health Department, are not separate and immune from these systemic injustices.
Job description:DOHMH has an opening for a
Senior Data Equity Project Manager reporting to the Director of Strategic Data Use. The Senior Data Equity Project Manager [EC1] will work across divisions to assist the Director of Strategic Data Use to develop an agency-wide Equity Research and Implementation Agenda. This includes assisting in the development of theories of change, measurement frameworks, KPIs and evaluation plans. As a Project -Manager, candidate will be responsible for integrating explicit consideration of racial equity data in decisions, including data policies and practices, and participate in both product and process. The successful candidate will oversee complex data processing and cleaning, producing data visualizations, as well as fostering positive working relationships with internal and external partners teams. Duties and assignments will be strategic in nature, including project management, strategic planning, complex analysis, data coordination, and administrative functions as required.
Duties:- Collaborate with Division Equity Liaisons, Division and Bureau Action Teams, and Department Leadership and provide leadership, training, education and technical assistance to staff on data-related Race to Justice projects, and requests related to equity in research and evaluation.
- Develop strategies for using data to effectively:
- Monitor progress and milestones for Race to Justice projects
- Inform decision-making related to advancing internal equity across the Health Department
- Identify equity gaps in agency policies, practices, and programs
- Advocate for and support in the development of agency policies, practices, and programs that center equity
- Ensure execution of projects in a timely manner.
- Demonstrate a comprehensive understanding of agency research projects and subject matter by conducting secondary research as part of informing each research engagement.
- Support equity data work across the agency by co-leading the design of measurement tools, data collection process, cleaning, evaluation, analysis, and strategic data use to answer priority questions to uplift racial and related inequities.
Qualifications:- Bachelor's degree in sociology, education, public administration, political science, or closely related field from an accredited college or university.
- At least two (2) years of professional experience and demonstrated success in the administration of data collection, analysis, and reporting to government, research and community members. Three (3) to five (5) years is preferable.
- Experience in statistics, data analysis, query-writing, business intelligence within a healthcare setting preferred.
- Proven track record of applying an equity lens to data processes, planning and policies
- Hands-on knowledge and understanding of the quantitative and/or qualitative research process
- Experience developing questionnaires, discussion guides, and analytic reports
- Experience with stakeholder engagement and project management.
- Adept with sound data visualization skills
- Commitment to anti-racism, social justice and equity
- Strong leadership, program management, and collaboration skills.
- Experience in addressing intersecting dimensions of diversity including race, color, culture and ethnicity, language, disability, sex, socioeconomic background, protected veterans' status, religion, sexual orientation, and gender identity and expression.
- Knowledge of historical, social, political, and environmental issues influencing racial equity program development and implementation and effective institutional change management principles and practices.
- The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.
