Serve as senior Technology and Contracts Office (TCO) resource responsible for the oversight and management of the Air Force Prime Contract and the Laboratory’s Small Business Program. Develop business solutions in a unique and complex business environment that intersects the defense contractor, university, and FFRDC communities.  Initiate and implement plans, procedures, and policies that facilitate contract performance and enable the accomplishment of cutting edge national security research. Serve as key interface with technical staff and senior Air Force, DOD, and Laboratory management. Participate as necessary in a breadth of other TCO activities such as subcontract compliance, ethics, OCI, CRDAs, STTRs, and SBIRs.

 

Responsibilities:

  • Provide guidance and support to Laboratory technical and management personnel related to all Prime Contract and Small Business matters
  • Serve as principal Laboratory interface with Air Force contracting and program management authorities
  • Oversee negotiation of contract changes and implementation of contracting process and policy initiatives
  • Support senior Laboratory management in preparation and execution of annual executive level DOD reviews
  • Independently research and respond to staff and management questions related to existing and emerging Government procurement policies, initiatives, and studies
  • Develop and present contracting or business training to Laboratory staff as necessary
  • Supervise staff of procurement and small business specialists

 

Requirements:

  • A Master’s degree in Business Administration, Legal Studies, or an equivalent combination of education and experience
  • A minimum of 10 years experience related to DOD contract management or administration
  • Demonstrated ability to manage and execute in unique and complex environments
  • Strong working knowledge of Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
  • Strong working knowledge of DOD acquisition and contracting policies, procedures, and DOD organizational operations
  • Ability to obtain and maintain a government security clearance required
  • DAWIA Level III certification in Government Contracts or equivalent desired
