Job Description

SUMMARY

Manages the Contracts Office in the Office of Grants and Sponsored Programs (OGSP). Responsible for the review, development, and summarization of contract activities at Connecticut Children's relating to research and sponsored programs. Owns process design/development and tactical implementation and/or execution of functional/department strategy. Works closely with Legal Office on development, review, and approval of contracts.

ROLE RESPONSIBILITIES

CONTRACT DEVELOPMENT, REVIEW, AND NEGOTIATION:

  • Drafts, reviews, and negotiates contracts, correspondence, and other legal documents related to research and sponsored programs.
  • Negotiates clinical trial agreements, budgets, and payment terms with industry research sponsors.
  • Collaborates with Clinical Trials Unit to ensure that all standard industry charges and requirements are accurate and up to date.
  • Evaluates protocols to determine the best contract mechanism for research projects.
  • Reviews and negotiates specialized contracts from state agencies and collaborating institutions.
  • Drafts and negotiates research collaboration agreements, and develops language related to intellectual property.

DOCUMENT MANAGEMENT:

  • Develops contract administration procedures in accordance with Federal and state laws and institutional policies to ensure contractual obligations are met.
  • Notifies investigators, program staff, and OGSP staff of contractual rights and obligations.

RESEARCH AND ANALYSIS:

  • Maintains understanding of current changes to Federal regulations on grant management, and advises relevant departments of these changes as necessary.
  • Researches best practices at other research institutions regarding compliance with Federal regulations.
  • Educates research faculty and staff on HIPAA regulations, intellectual property, and contractual obligations through presentations and articles.
  • Analyzes workflow to improve hospital policies and procedures regarding contracts, compliance, and procurement.

COMPLIANCE:

  • Develops and updates institutional policies to ensure compliance with Federal regulations.
  • Collaborates with IRB, Compliance, and Clinical Trials Unit to ensure that research agreements adhere to AAHRPP requirements, HIPAA regulations, and institutional policies.
  • Collaborates with Director of Grants and Sponsored Programs to develop procedures and guidelines for adherence to Federal and state audit regulations.
  • Ensures that Research and OGSP staff understand contractual and regulatory obligations.
  • Manages FFATA reporting on Federal awards.
  • Manages confirmation of FCOI status with key personnel on Federal awards.
  • Oversees development of contract templates to ensure adherence to Federal and state regulations.
  • Provides auditors with applicable policies.

SUPERVISORY RESPONSIBILITIES

  • Supervises Contract Manager, Senior Contract Specialist, Contract Specialist, and Associate Contract Specialist.
  • Oversees development of reports, documents, and negotiation of terms.
  • Oversees development, review, and improvement of standard operating procedures, forms, and guidelines for grant and sponsored program administration.
  • Performs regular quality checks on workflow, documents, databases, audit materials, and tracking mechanisms.

KNOWLEDGE OF:

  • Principles and practices of contract administration and management
  • Applicable Federal and state laws, rules, and regulations governing HIPAA, contracts, research, and procurement

Education and Experience

College degree in business administration or related field preferred, or equivalent combination of undergraduate course work and specialized training and experience.

Minimum of two years of experience supervising and managing staff.

Prefer ten years of professional contract management experience handling highly complex contract negotiations and legal issues in health care or academic environment.
