The Senior Construction Manager will be responsible for directing, coordinating, controlling, and managing construction activities for Cliffs’ capital projects.  They will provide senior leadership and direction for construction projects at Cliffs facilities; develop budgets, schedules, and project execution plans; assemble and direct multi-discipline project teams using internal and external resources; prepare bid packages to engage and manage engineers and contractors; and, interface with internal Cliffs stakeholders.

Specific Responsibilities

  • Consistently demonstrate and act in accordance with Cliffs’ Core Values
  • Provide senior oversight of direct and indirect reports in leading the Owner’s on-site project construction efforts associated with the design, procurement, construction, integration with operations, start-up, and successful operation by the facility
  • Plan, direct, and coordinate activities and personnel to ensure that goals and objectives of the project as set forth in the project execution plan are accomplished within the prescribed time frame, on budget, and within scope
  • Identify project resource needs and build highly-functioning project execution teams using internal and external resources
  • Define project scopes, goals, and deliverables that support business objectives in collaboration with project steering committees and other stakeholders
  • Ensure overall project risks are identified, managed and mitigated
  • Ensure operations support is maintained throughout the project life cycle
  • Prepare bid proposals, requirements documents, and other pertinent materials to support project efforts
  • Prepare progress reports on project status and project outcomes
  • Work with project stakeholders and team members to ensure the projects completed meet or exceed requirements
  • Assist with the economic analysis and project approval requests necessary to solicit and secure project approvals
  • Ensure conformance with Cliffs’ requirements for safety, risk, environmental, ethics, accountability, and installation requirements
  • Authorize, within spending authority, budgeted commitments and expenditures for the supply of goods and services
  • Create and manage projects controls to achieve on time and on budget projects
  • Measure and monitor the performance of project execution and determine all measures which may be required to handle any adverse trends in regards to safety, schedule and cost
  • Ability to travel and relocate to Cliffs facilities for extended periods of time


  • BS degree in Engineering


  • Construction Certifications


  • At least 25 to 30 years of demonstrated experience in construction management, preferably in a mining or heavy industry environment
  • Experience assembling and managing highly functional project teams that include Owner’s  personnel, contractors, engineers, and consultants
  • Experience creating and adhering to work scopes, schedules, and budgets for larger scale (>$50M) projects
  • Demonstrated success in managing the execution of multi-disciplined capital projects
