The Engineering Team Development Organization is a new group at Twitter focused on helping Twitter attract top engineering talent across the globe and helping ensure that the teams they join are models of operational excellence, where individuals have the autonomy and flexibility to help deliver on Twitter's top priorities. We do this by partnering with engineering to level-up operational excellence across the board and creating a system where we hire high potential teams and provide the training and coaching to realize that potential. What You'll Do:

You will report to the Lead for Engineering Strategy & Operations, and will own and drive Engineering Team Development Strategy & Operations. You will partner heavily with Product Managers, Engineering Managers, Technical Leads, ML Practitioners, Data Scientists, Engineers, and Technical Program Managers. Specifically, you will:

• Serve as a thought partner in all aspects of the organization, which includes: Twitter University, University Relations, Engineering Management & Leadership Programs, Coaching, and Technical Program Management.
• Facilitate the creation of a multi-year strategy with executive leadership.
• Drive effective communications within and on behalf of the leadership team.
• Drive and orchestrate the overall quarterly and company-wide planning processes.
• Reset and drive the overall operating cadence and end-to-end process by tracking headcount, the budget, OKRs, and execution across the entire org.
• Drive technical and non-technical programs using your experience and knowledge of engineering, ML, and Data Scientist roles and work. Use this same experience and knowledge to effectively communicate and influence the right decisions.
• Drive Org design, promotion process, and hiring process changes in ways that result in understanding and sustained positive outcomes.
• Identify and execute ad-hoc strategic projects - everything from defining new opportunities to executing cross-functional initiatives aimed at improving how we build.

Qualifications

• 6+ years strategy, operations, and program-management experience preferably with 3+ years of experience in business and technical strategy and planning.
• Experience developing and program-managing organization-wide projects.
• Experience working in tech, preferably companies in-between the start-up and established-company stage.
• Experience in organizational change across a distributed team.
