Overview
Oasis Systems has an exciting opportunity for an Acquisition Program Manager in the C3I and Infrastructure Division (AFLCMC/HNI) which focuses on providing enterprise support to over 110 active Air Force, Air National Guard (ANG), and Air Force Reserve installations and bases. HNI also provides technical and policy support and provides C3I infrastructure for the USAF enterprise applications.
PRIMARY FUNCTION:
The Program Manager will focus on providing advanced program management guidance and expertise in support of acquisition programs. Will have comprehensive knowledge of the principles, policies and practices of systems acquisition and program management ad defined in DoDI 5000.02 and 5000.75. Will also have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of assigned software development projects.
JOB RESPONSBILITIES:
Responsibilities include but are not limited to:
Support activities that assist the program manager in assessing what programs are within schedule and cost baselines.
Formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives.
Provide effective oral and written communications and provide quality acquisition and program documentation (briefings, documents, plans, etc.).
Assist in the preparation, review and integration of selected documentation, periodic reports, certifications and other DoD directives.
Assist in reviewing contractor deliverable status and milestone schedules, status reports and cost performance reports.
Prepare briefings and reports in direct support of the program management function and program reviews.
Support program management reviews, senior level meeting reviews, and IMP/IMS reviews.
Develop various briefings/schedules of program status and acquisition tasks to senior management.
Provide Subject Matter Expert (SME) expertise and support associated with existing legacy (sustainment) programs and new acquisition programs.
Identify and advise on acquisition strategies following principles outlined in both DoD 5001, the Business Capabilities Lifecycle and Performance Based Service contracts.
Outline policy disconnects, policy interpretation, and management of all acquisition efforts.
Advise the Program Manager on best practice project management principles to achieve substantial process improvements, efficiencies and potential cost avoidance.
Analyze acquisition issues and develop risk reduction and mitigation approaches for improving program planning, control and execution.
Advice on responses to governance and Milestone Decision Authority (MDA) requirements, Higher Headquarters (HHQ) engagements, and other oversight required to support the acquisition process.
Identify programmatic issues and develop recommendations to facilitate issue resolution; support the HIH PMs, Section, Branch and Division leadership in the day-to-day management of the programs by expertly creating Integrated Master Schedules including all the interdependencies of new acquisition programs with existing HR Systems' legacy programs.
QUALIFICATIONS:
MA/MS degree and 12 years of related experience, 5 of which must be in the DoD; or
BA/BS degree with 15 years of related experience, 5 of which must be in the DoD; or
20 years of applicable experience with proper certifications, 8 of which must be in the DoD
