Purpose
Assists the General Manager in supervising daily operations. Responsible for all safety, training and security related responsibilities. Monitors employee performance, identifies safety issues, and addresses operational needs. Specific job responsibilities will vary by location. Assists Safety manager in training new employees.

Major Responsibilities

  • Training of operators, any safety related meetings, accident/incident reporting, accident/incident investigation, corrective actions, data collection, and ensuring the security of the system, its equipment, employees, and the public.
  • Knowledgeable of all State and Federal laws and regulations and proactive accident prevention and must hold a current Transportation Safety Institute (TSI) Transit Trainer’s Certificate and will direct all security-related functions.
  • Drug and Alcohol Manager
  • Competent in, and have experience with, the application of all streetcar related FTA and SSO rail safety rules/regulations.
  • Responsible for the application of SSO agency requirements and serve as Safety Officer by definition.
  • Meet and maintain the qualification and training requirement of the FTA safety certification program provisions required for professionals with direct safety oversight.
  • Develop, update, and oversee administration of the Safety and Security Emergency Preparedness Plan (SSEPP) and review the System and Safety Program Plan (SSPP).
  • Ensure, audit and confirm overall Health Safety and Environmental (HSE) and compliance to operating practices, Federal, State and local regulations. Provide HSE and regulatory compliance training, develop action plans / programs, lead site teams in supporting a HSE and regulatory compliance culture.
  • Support the Site in managing and ensuring Regulatory Compliance, while developing strategies and reports aimed at validating, maintaining and improving Regulatory Compliance;
  • Oversee the administration, implementation, and enforcement of all Health, Safety, and Environmental policies, procedures, and processes that have been distributed throughout the Services division. Implement and verify OHSAS 18001 and ISO 14001 HSE Management Systems;
  • Continually monitor Federal, State and Local regulations (OSHA, PUC, EPA, TSA, etc) to ensure that we exceed all requirements. Establish audit procedures to ensure legal compliance with all these agencies as well as compliance with the operating regulations;
  • Audit and participate in accident and injury investigations, facility inspections, and risk assessments. Support Site managers and HSE coordinators with programs, communications and processes in alignment with corporate HSE policy and practices;
  • Performs job hazard analysis and makes recommendations to minimize hazards.
  • Trains and coaches hourly labor, foremen, supervisors and local managers in work site safety practices, fire prevention and correct handling techniques for toxins, equipment and other materials
  • Inspects locations and equipment to detect existing or potential safety and health hazards, determining corrective or preventative measures where indicated, and follows up to insure measures have been implemented.
  • Recommends appropriate disciplinary action when safety policies are violated.
  • Evaluates subcontractors’ safety programs and policies; recommends changes and manages implementation of changes, including conducting periodic safety inspections of subcontractors.
  • Manages administration of subcontractor training and its records as they pertain to street car projects
  • Leads investigations of safety incidents and leads the field employees, supervisors and managers in determining the root causes. May be required to obtain evidence for organization use in hearings, lawsuits and insurance investigations.
  • Submits incident and inspection reports in a timely manner complying with all local, state and federal regulations and law (e.g. FTA).
  • Maintains safety files and records.
  • Assists the Corporate Safety Manager as requested with the corporate safety management system

Job Requirements:
Experience & Skills

  • Bachelor's degree in Occupational Health and Safety or the equivalent;
  • Minimum of 3 to 5 years of experience in a Health and Safety or Systems Safety role preferably within the rail transit or rail transportation industry;
  • Current Transportation Safety Institute (TSI) Transit Trainer’s Certificate;
  • (2) years in a safety supervisor/manager level role;
  • Lead Auditor training (ISO/OHSAS) or the equivalent;
  • Good knowledge of FTA (Federal Transit Administration), an asset;
  • OSHA experience is an asset;
  • English communication skills are excellent, knowledge of Spanish is an asset.
  • Computer literate with working knowledge of Microsoft Office.
  • Ability to effectively prioritize tasks and manage time effectively.
  • Ability to appropriately interact with employees of all levels including drivers, customers, senior management, client representatives, union officials, and general public.
  • Work extended hours regularly, including weekends and holidays.
  • Demonstrate regular and consistent attendance and punctuality.
  • Possess working vehicle to travel within service area as needed.
  • Meet customer certification requirements in operations software and able to act as system administrator to assist resolving local user issues.

Physical Requirements & Working Conditions
Incumbent must be able to move about the office and between floors; utilize standard office equipment; access filing system/cabinets; and communicate effectively and efficiently in person or by telephone.

Must be able to drive company or personal vehicle to review driver performance, meet clients, and for other company related purposes.
