Responsibilities

  • Serve on the DOC Safety Team to drive initiatives improving employee health and safety.
  • Act as the primary DOC contact for physical plant and construction projects.
  • Plan, develop, and implement training programs to reduce workplace accidents and workers’ comp risk.
  • Develop, execute, and maintain health and wellness programs in compliance with ACA standards.
  • Direct the facility’s environmental compliance program to ensure adherence to state, federal, and local regulations.
  • Investigate accidents and injuries to identify causes and recommend preventive measures.
  • Liaise with regulatory agencies including the Department of Labor & Industry, State Fire Marshal, and Department of Health.

Job Summary

This position provides professional and technical assistance to management, facility, and field services employees to ensure health, safety, environmental and wellness standards are met and maintained according to OSHA standards, NFPA life safety codes, MPCA, Health Department standards; Department of Corrections rules regulations; MN Management and Budget standards; area building codes; ACA standards and federal and state regulations.

The Minnesota Department of Corrections (DOC) has openings for Safety Administrators at the Minnesota Correctional Facility in Red Wing. This position requires travel approximately 30% of the time and has contact with incarcerated individuals.

The Safety Administrator will work within the correctional facility to develop, manage, and monitor the effectiveness of regional/institutional accident and injury prevention and DOC safety programs. Primary objectives include to ensure a safe environment, to comply with applicable regulations, and to help improve the culture of the organization. The Safety Admin provides leadership in coordinating the safety programs within their assigned facility. Other responsibilities include:
  • Serving on the DOC Safety Team and participating in initiatives aimed at improving the safety and health environment for all employees.
  • Serving as a DOC contact for physical plant and construction projects.
  • Planning, developing and implementing safety training programs to ensure the health and safety of employees and minimize workers' compensation risks.
  • To develop, implement, and maintain health and wellness programs and documentation for the required American Correctional Association (ACA) standards to increase employees' awareness and process effectiveness.
  • Directing the environmental compliance program for the facility and ensure that all state, federal, and county regulations are followed.
  • Participating in accident and injury investigations to determine their causes and propose remedial actions and preventive measures. Partner with the facility workers' compensation administrator to recommend activities to prevent workers' compensation claims and decrease the severity of existing claims.
  • Serving as the institution's liaison to other safety, health, and environmental regulatory agencies such as the Department of Labor & Industry, Minnesota State Fire Marshal, Minnesota Department of Health, and the Minnesota Pollution Control Agency.


Qualifications

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all the minimum qualifications listed below. Three (3) years of experience in any one of the following areas: developing and monitoring or auditing safety programs; workers' compensation; health promotion/wellness programs; and/or occupational safety and health regulations. (NOTE: a master's degree may substitute for eighteen (18) months of experience, a bachelor's degree may substitute for one (1) year of experience, an associate's degree may substitute for six (6) months of experience.)

KNOWLEDGE/SKILLS/ABILITIES:
  • Knowledge of Federal and State OSHA Standards.
  • Knowledge of Federal, State, and local fire prevention/firefighting tactics and standards.
  • Knowledge of the NFPA Life Code (101), State Building Code and NFPA Electrical Code and Standards.
  • Knowledge of Federal and State Hazardous Waste Code.
  • Knowledge of State Health Department regulations.
  • Ability to work semi-independently, without close supervision.
  • Ability to develop and conduct safety training for staff.
  • Ability to establish and maintain effective working relationships with management, labor, and employees and to handle controversial situations in a tactful and diplomatic manner.
  • Ability to effectively participate on committees.
  • Basic computer skills, including MS PowerPoint and Excel.
  • Written and oral communication skills sufficient to prepare and deliver formal and/or informal presentations as well as respond effectively to written and verbal inquiries.

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position:
  • Completion of a bachelor's degree or higher in Industrial Safety, Industrial Hygiene, Public Health, Risk Management/Control, Occupational Safety, Environmental Science, Safety Engineering, Safety Management/Science or a closely related field.
  • Experience working in a correctional/secured setting.
  • Certification as Associate Safety Professional (ASP), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) or a closely related safety and occupational certification. Experience in developing and implementing environmental compliance programs.

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
