The California High-Speed Rail program is the first ever high-speed rail system in the U.S. It will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.
The California High Speed Rail Authority has awarded WSP the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result, we have an opportunity for a Program Delivery Risk Manager to identify, assess, manage, monitor and report on project risks and risk mitigations and contingency across the program. Broadly, these include risks associated with or potentially impacting the scope, schedule or budget of the individual projects within the program as well as the overall quality of the program as delivered. The Program Delivery Risk Manager will also provide oversight to the project team members who are charged with managing individual risks and associated mitigations.
Principal duties include:
Implement risk management policies/procedures and general education of risk management issues across the project teams
Lead risk identification, assessment and analysis efforts across the projects
Develop and implement mitigation strategies and, as appropriate, contingency plans
Perform or direct quantitative risk analysis, e.g. Monte Carlo analysis of risk adjusted budgets and schedules
Ensure risk information in the Risk Management Information System (RMIS) for projects is current and represents his or her best understanding of the outstanding risk exposure for each project
Provide accurate, timely reports to the Program Risk Manager summarizing the status of each project, principal risks to each project, and status of ongoing risk management tasks and initiatives, with focus on risks involving: Managing interdependencies and interfaces between projects; potential deliverable defects; funding commitments; contract procurement and individual project risks requiring, or potentially requiring, significant adjustments to scope, budgets or schedules
Bachelor’s Degree in a directly relevant topic
MBA and PMI Risk Management Professional certification or similar preferred
At least ten years experience overall, of which at least five years with the risk management of major projects delivering transportation and other infrastructure
